The State of Montana, State Procurement Bureau, on behalf of the Department of Corrections (DOC), is issuing this Request for Proposal (RFP) to provide the implementation of a modernized Offender Management System (OMS). A more complete description of the services is provided in the Questions. Responses submitted to this RFP must comply with the instructions and procedures presented herein. For assistance with eMACS functionality, such as vendor registration or responding to events, contact the eMACS Help Desk at (406) 444-2575, emacs@mt.gov. Be sure to review and submit your response until completion. The Scope of Services required for the implantation of an Offender Management System (OMS) includes; project management, business transformation management, requirements analysis, configuration and customization, data migration, integration or interfacing with other systems, testing, training, cutover, stabilization, transition, operations and maintenance, and enhancements. Training of and knowledge transfer to State staff is required throughout the system implantation and operation. The State is requesting a Commercial-off-the-Shelf (COTS) Software as a Service (SaaS) solution. However, some level of customization may be necessary to fulfill the requirement of this scope of work.
