Village of Ontario (Owner) is requesting Bids for the construction of the following Project: Relocation Development Infrastructure Improvements (Woodland Heights) - 200145 Work will include: installation of new infrastructure at Woodland Heights (3,900 feet of roadway) within the Village of Ontario for development outside the flood plain, including stripping and stockpiling topsoil, common excavation, clearing and grubbing, lot grading, base course, sanitary sewer, storm sewer, water main, curb and gutter, asphalt paving, pavement marking, storm water basins, restoration of the work area, and other miscellaneous items in conformance with the Contract Documents. All Bids shall be accompanied by a certified check or EJCDC C-430 Bid Bond equal to five percent (5%) of the Bid payable to the OWNER, in accordance with bidding requirements set forth in Wis. Stats. 62.15(3).ll If submitting your bid online through Quest, your bid shall be accompanied with an electronic proof of Bid Bond equal to five percent (5%) of the Bid payable to the OWNER. All Bids uploaded and submitted through Quest shall also be accompanied with Bid Form (EJCDC C-410). Bids are requested for the following Contract: Relocation Development Infrastructure Improvements - #200145. The Project has an expected duration of 332 days. All official notifications, addenda, and other Bidding Documents will be ordered . Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources The Issuing Office for the Bidding Documents is: Vierbicher, 201 E. Main St, Suite 100, Reedsburg, WI 53959 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8am and 4pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.Cost does not include shipping charges. Upon Issuing Offices receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidders delivery service. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. This project is expected to be funded in whole or in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (USDA), the Community Development Block Grant (CDBG) Program and FY2022 Community Project Funding U.S. Department of Housing and Urban Development (HUD) Grant Program. Information on applicable federal requirements is contained in the Project Manual. The O erors or Bidders attention is called to the Equal Opportunity Clause and the Standard Federal Equal Employment Opportunity Construction Contract Specification as referenced in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractors aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade = 0.6% Vernon County Goals for female participation in each trade = 6.9% Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. Bidders must abide by state and local procurement policies per 2 CFR Part 200. The Village of Ontario reserves the right to waive any informalities and to reject any or all Bids. The letting of the work described herein is subject to the provisions of Sections 61.54, 66.0901 and 66.0903, Wisconsin Statutes. The Contract is subject to prevailing wage rates and Federal Davis-Bacon wage rates. The CONTRACTOR shall be required to pay not less than the prevailing wages for the area and Federal Davis Bacon-wage rates. American Iron and Steel Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, anges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. No bidder may withdraw his/her bid within 45 days after the actual day of the opening thereof. The following waivers apply to this Contract: De Minimis, Minor Components, and Pig iron and direct reduced iron, and [add project specific waivers as applicable] Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing Question Deadline 10/28/2023
