PRE-QUALIFICATION: Bidders must be pre-qualified by the Carroll County Department of Public Works prior to bid opening. For this project, the bidder must be pre-qualified for Category Q. - Stream Restoration; Number 1. Fully completed pre-qualification application forms must be submitted to the Bureau of Engineering a minimum of fourteen (14) calendar days in advance of the bid submittal date. The Carroll County Office of Procurement, in cooperation with the Bureau of Utilities, is soliciting bids from pre-qualified contractors to provide the labor, material, equipment, and services necessary to construct the Stone Manor Pump Station Stream Stabilization Improvements project. The project site is located in Eldersburg, Maryland and is adjacent to the Stone Manor Pump Station at 1290 Judges Court, Eldersburg, MD 21784. Contractors are responsible for bidding on the construction plan set designated as Stone Manor Pump Station Stream Stabilization Final (100%) Design Plans. The plan set includes relocation and stabilization of the stream channel adjacent to the Stone Manor Pump Station as well as drainage improvements along the access driveway. Contractors are responsible for providing a line-item bid for the construction plans. The successful Contractor shall provide all labor, material, equipment, and services necessary to complete the assigned tasks. The contractor shall commence the Work within thirty (30) working days of the date of the official written Notice to Proceed as issued by the Carroll County Bureau of Utilities. If the Contractor is unable to start the project within the designated time frame, the next responsive Contractor may be awarded the project. All work performed under this contract must be accomplished in an expedient and timely manner and within a specified timeframe. The completion time for this Contract is no later than eighty (80) calendar days from the date of commencement. The bidder understands that by providing a bid for this project, all resources of the vendor shall be used to ensure that deadlines are met. The stream channel is designated as MDE Use Class I with a time of year work restriction of March 1-June 15, inclusive. No in-stream work can be completed during this period.
