QUESTIONS DUE DATE AND TIME: October 5, 2023 by 1:00 PM EST The County reserves the right to reject any or all bids or parts of bids when, in its judgment, the public interest will be served thereby. The County may make such investigations as deemed necessary to determine the ability of the bidder to perform the work and the bidder shall furnish the County all such information and data for this purpose as the County may request. The County reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the County that such bidder is properly qualified to carry out the obligations of the Contract and to complete the work contemplated therein. Bids must be accompanied by a Bid Bond or Certified Check in the amount of 5% Bid Price Total. The successful bidder shall be required to furnish a Performance Bond in the amount of 95% of the contract, with the condition that he shall comply in all respects with the terms, conditions and agreements of the contract. The successful bidder shall be required to furnish a Payment Bond in the amount of 95% of the contract for the protection of all subbidders and material suppliers in accordance with Section 17-130 State Finance and Procurement of the Annotated Code of Maryland. All Harford County locations are currently using a Centrex phone service, POTS (plain old telephone system) lines or cellular connection. All modifications, repairs, and upgrades to equipment must be compatible with the existing system. Harford County is willing to consider changes to the existing system (i.e. conversion to cellular connections, alarm programming, etc.) if necessary and providing that the costs associated with those changes are minimal or non-existent. Awarded Bidder(s) are required to acknowledge immediately and provide notification and reporting to appropriate authorities and Harford County personnel after receiving an alarm signal. Awarded Bidder(s) shall be able to provide a periodic history of all events to Harford County upon request. Awarded Bidder(s) are required to maintain a phone line twenty-four (24) hours a day, seven days a week to notify personnel for response in the event of an alarm or emergency. Awarded Bidder(s) shall provide full access for up to (15) Harford County users at no cost to Harford County. Bidders) shall provide all information, translation, codes, access to information panel, etc. to Harford County upon request. This pertains to any data from any Harford County panels. Awarded Bidder(s) shall supply all software-associated upgrades when necessary to maintain system integrity. All work shall be approved by the appointed CPOC prior to initiation. Harford County reserves the right of final approval for all work at completion. If work does not meet acceptable standards, the bidder will correct all faults without additional cost to Harford County. All work necessary to correct faults will be performed within (30) days. Failure of the awarded bidder to correct deficiencies within the agreed upon time frame may result in Harford County contracting with an alternate bidder to rectify issues. The bidder may then be responsible for the associated cost(s).
