The Work related to the Bridge Street & Constitution Avenue Stormwater and Sanitary Separation Project comprises removal and/or replacement of stormwater inlet boxes, stormwater manholes and piping. curbs, sidewalk, driveways and construction of an outfall structure along the Lackawanna River bank. Lawns shall be restored to original existing conditions or better. Milling and full depth reconstruction of Bridge Street and Constitution Ave. as per the plans. Replace roadway markings including paint and signage as per existing conditions. Workmanship and all appurtenances for a complete job shall be in accordance with the PennDOT Pub 408 and RC Standards recommendations and these Contract Documents. 270074 All appurtenant Work, in strict accordance with the Contract Documents on file at the office of the Engineer, Peters Consultants, Inc., 2701 Columbia Boulevard, Bloomsburg, PA 17815, or at the office of the Owner, Jessup Borough, 395 Lane Street, Jessup PA 18434. Clarification Deadline: 9/22/2023 2:00 PM The Work to be constructed hereunder is located on Constitution Ave. (S.R. 0247 SEG. 0150) and Bridge Street (S.R. 0247, SEG. 0160). It begins at the intersection of Constitution Ave. and Church St. and heads westerly to Bridge St. and continues northeasterly to the end of the project site which is located at the Lackawanna Bridge. The work will be in the right-of-way of roads owned by Jessup Borough, Lackawanna County on the Notice of Substantial Completion Form by the Engineer, Contractor and Owner within 90 calendar days after the commencement date stated in the Notice to Proceed. The 90 calendar days will start after all equipment delivery dates are established. Liquidated damages will be assessed for each calendar day for failure of the Contractor to substantially complete the Work within the calendar days reserved for the Contract and/or for failure to sign and date the Notice of Substantial Completion Form. AWARD OF CONTRACT: (a) The Work hereunder is set forth in the Bid Schedule. The Owner reserves the right to award to the lowest responsive, responsible Bidder on the Bid Schedule and reject all other Bids, as it may best serve the interest of the Owner. The Owner further reserves the right after opening Bids to reject any part or all Bids, technical defects or irregularities in a Bid. (b) As a condition of award, the successful Bidder shall be required to submit Bonds, and Insurance, prior to execution of the Agreement by the Owner. Failure to meet this requirement shall constitute abandonment of the Bid by the Bidder and forfeiture of the Bid Bond or other security will be processed by the Owner. The Contract shall then be considered for award to the next lowest responsive, responsible Bidder. All communications relative to this Work shall be directed to the engineer through Electronically or by submission of the Request for Information form included in the Contract Documents, which can be emailed to meganr@petersconsultants.com (if submitting bids at the Borough building) no less than 5 calendar days prior to opening of Bids. Questions about the project shall be submitted through Electronically or through email if submitting bids to the Borough building Each Bid shall be accompanied by a certified check, cashiers check, negotiable U. S. Government Bonds (at par value) or approved Bid Bond in the amount of 10 percent of the total Bid Price, payable to Jessup Borough, as a guarantee that the Bidder, if its Bid is accepted, shall promptly obtain the required Bonds and Insurance and shall prepare the required submittal documents and execute the Agreement. A Bid Bond shall be secured by a guaranty or Surety Company listed in the latest issue of U. S. Treasury Circular 570 and the amount of the required bid security shall be less than the maximum specified for the guaranty or surety company in U.S. Treasury Circular 570. There shall be no pre-bid walk through of the Project Site. Bids may be held by Jessup Borough for up to 60 days from the date of opening for the purpose of reviewing the Bids and investigating the qualifications of Bidders prior to awarding the contract. Jessup Borough reserves the right to accept the bid for one or both addressable structures, to reject any or all Bids, to waive any irregularities, or to negotiate the Contract amounts.
