A. Background. In March 2022, the Board of Supervisors directed Administration to report on options to support the capital campaigns and capital needs of Emergency Assistance Network (EAN) agencies. Contract duration: 8 months The network of agencies includes Community Services Agency of Mountain View and Los Altos, LifeMoves, Sacred Heart Community Service, Salvation Army, Sunnyvale Community Services, St. Josephs Family Center, and West Valley Community Services. The EAN agencies have various capital needs to help continue to provide an array of supportive services to vulnerable populations. The Administration explored the possibility of using Community Development Block Grant (CDBG) funds to help community-based organizations address their capital needs. B. Purpose. On May 2, 2023, the Board of Supervisors approved allocating $588,420 in Community Development Block Grant (CDBG) funds for low interest deferred payment loans for the rehabilitation of existing community service centers. Through this Program, the County will provide low-interest, deferred payment loans to Community Based Organizations (CBOs) in the Urban County which includes Campbell, Los Altos, Los Altos Hills, Los Gatos, Monte Sereno, Morgan Hill, Saratoga, and unincorporated areas of the county. The CBOs would utilize the low interest deferred payment loans to make capital improvements and rehabilitation of buildings. Through this Notice of Funding Availability (NOFA), the Countys Office of Supportive Housing (OSH) will accept requests for funding and anticipates providing up to $588,420 in deferred payment loans. If additional funds are available, the OSH may amend this NOFA, augment funding for projects selected through this NOFA, fund projects that were not initially selected for funding through this NOFA, and/or issue a new NOFA. The County may grant extensions on a case-by-case basis. All CDBG funds must be expended before June 30, 2024 and should adhere to the following schedule: 1. November 2023: Enter into agreement with County 2. December 2023: County to Complete Environmental Review 3. December 2023: Construction begins 4. April 1, 2024: Submit invoices to the County 5. June 30, 2024: Construction completed The County reserves the right to negotiate the terms of agreement.
