The Town of Bel Air wishes to improve the pedestrian and cycling connections on the west side of downtown by improving Thomas Street and George Street. Destinations such as Ma & Pa Heritage Trail, the Harford Mall, and Downtown Bel Air will benefit from expanded and safer infrastructure. In addition, storm water runoff will be reduced, and streetscape will be expanded. Pedestrian and Bicycle circulation will be addressed through enhanced connections along Williams Street, Atwood Street, Archer Street and Boulton Street. The same themes for amenities such as ornamental light fixtures, benches, waste receptacles, bike racks, paving and graphics will compliment those found on Main and Bond Streets. Particular attention will be paid to upgrades of existing roads such as George Street and improvements to the pedestrian scale environment. It is the expectation that vehicle speeds will be reduced through reduction in pavement sections, pedestrian conflicts will be addressed through crosswalks and graphics and security of local parks improved by additional lighting. The Town reserves the right to reject any or all bids.
