Installation of Fiber Optic Conduit / Vaults and Installation of Electrical Conduit / Vaults - Wilson Point to Lynn Point Pacific County, Washington INVITATION FOR BIDS SEALED BIDS upon contract proposal forms provided by Public Utility District #2 of Pacific County (the District) will be received through the mail, express carrier, or hand delivered to the designated from bidders designated by the District as pre-qualified for installation of underground fiber optic and electric conduit and vaults for the District for the calendar year 2023 and publicly opened for furnishing all labor and supervision, tools, work equipment, and performing all work to install outside plant fiber optic duct and vaults; and place electrical conduit and vaults between Wilson Point and Lynn Point in Pacific County, Washington. Each bid shall be accompanied by a certified or cashier's check payable to the order of the District, or by a bid bond, for a sum not less than five percent (5%) of the amount of the bid. The District reserves the right to reject any or all bids. In the event that all bids are rejected, the District may re-advertise, and in such case, all checks shall be returned to the bidders. In the event of a successful bid, the successful bidder's check shall be retained until a contract is entered into and the necessary public works contract performance bond furnished, with sureties satisfactory to the District, in an amount to be fixed by the District, not less than twenty-five percent (25%) of the contract price, in accordance with the bid. If the bidder fails to enter into the contract and furnish the bond within ten (10) days from the date at which they are notified that they are the successful bidder, their check and the amount thereof or the bid bond amount specified shall be forfeited to the District. The right is reserved to reject any and all bids, to waive any informality in bids received, and to accept or reject any items or any bid, unless such bid is qualified by specified limitations. Bid must be submitted on the contract proposal forms provided by the District and the successful bidder will be required to execute the standard form of contract for construction. The District is an equal opportunity and affirmative action employer. All work performed on this project will be subject to state prevailing wage rates or federal wage rates (if applicable due to other federal funds in the project), and strong labor standards that include local hire provisions are encouraged. Small, Minority and women-owned firms are encouraged to submit bids. Contractors are encouraged to commit to local hires for this project.
