This project consists of providing the dredge, support vessels, labor, equipment, supplies and all other materials and submittals to perform all operations for (1) excavating, transporting, placing, dressing and grading sand fill from an offshore borrow area; (2) Construction of Hummocky Dunes and installation of new beach sand fencing (4) providing and planting new native beach and dune vegetation; and (5) providing necessary environmental compliance testing as required by pending regulatory approvals for the project. The presently estimated quantity of offshore sand to be excavated and placed is 1,135,000 cubic yards. The fill site extends for approximately 8,400 feet west of Ft. Gaines, on the eastern end of Dauphin Island, Alabama. A suitable borrow source has been identified at a site approximately 4.5 miles south of the fill site. Water depths at this borrow site range from approximately 16 to 22 feet, with the average depth being about 18.5 feet. The thickness of cut proposed is 13 to 18 feet. Construction is expected to be performed by use of a hydraulic pipeline dredge (directly to shore or using one or more scows/barges). Prospective Bidders are alerted to the existing shallow water depths surrounding the fill site, which may limit or preclude use of a hopper dredge and/or require substantial length of pump-out pipeline, and to the presence of newly restored subaerial island features between the borrow and fill sites. A mechanical (clamshell) dredge will not be allowed. Ninety (90) calendar days are allowed for the construction of this project. Partial sets of bidding documents will not be available from the issuing office. Neither Owner nor Engineer will be responsible for full or partial sets of bidding documents, including Addenda if any, obtained from sources other than the issuing office. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, and must show such evidence of license before bidding or bid will not be received or considered by Architect or Owner. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered; Bidder must also include his or her current license number on the Proposal Form. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of Ninety (90) days. All bidders must comply with the requirements of the Contractor's Licensing Law of the State of Alabama and be certified for the type of work on which the proposal is submitted. Each bidder must deposit with their bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. All Bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license in the Sealed Bid. No bidder may withdraw their bid within 90 days after the submission thereof. The Town of Dauphin Island is an Equal Opportunity Employer.
