In April of 2021, the City declared a climate emergency, and as a result, set a goal to reach 100% renewable energy for the City facilities by 2050. As a step towards reaching this goal, the City conducted a feasibility study in fall of 2022 to consider ground-mounted solar on city owned property adjacent to the Miami Water Treatment Plant (WTP) and adjacent to the Water Reclamation Facility (WRF). At this time, the City has decided to move forward with soliciting proposals for installing roughly 5 MW of ground mounted solar at the Miami WTP with the primary aim of reducing electric bills while also reducing carbon emissions, utilizing a brownfield site, and showcasing the City's commitment to its climate goals. The land available for the project is approximately 31 acres, across 5 sites all of which are adjacent to the WTP. All sites will interconnect before the WTP master meter Last Day to Submit Questions: 5:00 PM local (Dayton OH) time on September 28, 2023 Written Responses to Questions: Anticipated by 5:00 PM local (Dayton OH) time on October 5th, 2023 Contract is Awarded by Commission Anticipated by July 2024 The City reserves the right to reject any and all proposals, to waive any irregularities in a proposal, or to accept the proposal(s) which in the judgment of proper officials, is in the best interest of the City. The City reserves the right to accept a part or parts of a proposal unless otherwise restricted in the RFP or issue subsequent RFPs. The City reserves the right to approve or reject any sub-vendors proposed for work under this proposal or waive any minor irregularities. The City reserves the right to select the successful vendor once all proposals are received, without seeking further information for clarification from vendors. Upon review of proposals, the City may designate the most qualified proposals as finalists. These finalists may be invited to make oral presentations and participate in a question and answer session with the City. The City shall have the right to visit selected user sites, should this be deemed necessary
