Classification Study • Review all existing City classifications, including but not limited to background materials such as Personnel Rules, Employee Contracts, Fair Labor Standards Act, America Disability Act, and related information and materials. • Develop new classification specifications to uniformly reflect distinguishing characteristics, current and essential job duties, minimum qualifications, and requirements for the job position, including physical requirements and working conditions. • Allocate all employees and classifications included within the scope of the study to an appropriate job title, job classification, and exempt and non-exempt designation under the Fair Labor Standards Act (FLSA). • Develop a structure to formulate consistency in pay differentials among job classifications. Compensation Study • Conduct a comprehensive base salary and benefits survey by establishing appropriate benchmarking standards and include a comparison and analysis of salaries and wages of like or similar jobs of comparable local government agencies. This includes providing an opinion on whether the benchmarks are suitable. • Provide a spreadsheet of comparable cities based on a combination of factors, including budget, resident population, geographic size, city workforce, and city services. • Review and evaluate the current compensation schedule, including an analysis, ranking, and assignment of each job to an appropriate salary pay band to ensure fairness and internal equity. The Consultant will also include a recommendation for positions deemed to be undervalued or overvalued according to the current compensation system. • Analyze the pay equity between present full-time, part-time, and seasonal employees based on qualifications, experience, responsibilities, and tenure. • Analyze the equity of pay related to gender in the organization. The City is a contract city, with 31% of the General Fund Expenditures going toward Personnel. At the time of the release of the RFP, the City employed 28 full-time staff and 19 part-time employees. The final day to receive questions from companies shall be before October 23, 2023, at 4:00 PM.To ensure fairness and avoid misunderstandings, all communications must be in writing and may be submitted via e-mail to the e-mail address provided above. All questions received by the due date will be logged and reviewed, and if required, a response will be provided via an addendum to the RFP, to be posted on the City's website
