As of October 17, 2023, no construction firms successfully pre-qualified for this RFQ. The District anticipates re-issuing a new RFQ for this work in the future. For questions regarding this project, please contact the PM Kailee Delong champ 530.642.4078 or email kdelongchamp@eid.org. Only pre-qualified firms will be eligible to bid on the projects. California Classification A and C61 D38 contractor's licenses are required along with an Association for Materials Protection and Performance (AMPP) QP-1 - Field Coating Application accreditation. Additionally, Contractor must possess, at a minimum, one of the following AMPP certifications: QP 2 - Field Coating Removal, QP 3 - Shop Coating Application or QS 1 - Advanced Quality Management. The anticipated work generally consists of tank recoating projects bid between January 1, 2024 and December 31, 2026. The projects are located throughout the District's service area in El Dorado County, California. PUBLIC WORKS LAWS. All of these projects are public works projects which are subject to compliance monitoring and enforcement by the Department of Industrial Relations (DIR). To be qualified to bid these projects, a contractor must be registered with the DIR during this RFQ process and when bidding each individual project. In addition, pursuant to prevailing wage laws, copies of the prevailing wage rates are on file at the District's principal office and are available on request. Questions regarding this project should be directed to the Project Manager by emailing Miss. Kailee Delongchamp at kdelongchamp@eid.org, or by calling 530.642.4078. Pre-qualification questionnaires received after the submission deadline will not be accepted and will be returned unopened. The District will not accept pre-qualification questionnaires submitted by e-mail or facsimile transmission. The Reference forms (Part III), to be sent directly to the District by the Contractor References, must be received by 3:00 p.m. local time on Wednesday, October 4, 2023. It is the Contractor's responsibility to ensure the forms are received by the District on time. It is recommended that the Contractor contact Miss. Kailee Delong champ with their intent to submit an SOQ, so that she can anticipate receipt of references. This notice of intent to submit does not relieve the Contractor from its responsibility to ensure the references are received by the District on time. The District reserves the right to adjust, increase, limit, suspend or rescind the prequalification rating based on subsequently learned information. Contractors whose rating changes sufficient to disqualify them will be notified and given an opportunity for a hearing consistent with the hearing procedures described below for appealing a pre-qualification rating. While it is the intent of the pre-qualification questionnaire and documents required therewith to assist the District in determining bidder responsibility prior to bid and to aid the District in selecting the lowest responsible bidder, neither the fact of pre-qualification, nor any prequalification rating, will preclude the District from a post-bid consideration and determination of whether a bidder has the quality, fitness, capacity and experience to satisfactorily perform the proposed work, and has demonstrated the requisite trustworthiness. All questions about the meaning or intent of the pre-qualification documents must be submitted in writing (via e-mail) to Kailee Delongchamp, Associate Engineer, no later than 9:00 a.m. local time on Thursday, September 21, 2023 to the following e-mail address: kdelongchamp@eid.org
