Metro is inviting bids for Howell Territorial Park Road and Parking Improvements for the Parks and Nature department. A. Farm access road 1. Overall project needs 12' driving surface Appropriate ditches for drainage The posted speed limit of the road is 5mph. The road should be designed to accommodate 10mph ODOT approved materials Base aggregate should be clean and drainable to retain strength Free of organics Surface aggregate should be 3/4 " crushed minus or a mix of clean, recycled pavement and new aggregate that allows for appropriate drainage Reduce maintenance from loss of fines Provide a written maintenance plan for Metro staff to follow A1: Existing gravel road spanning approximately 400' starting from NW Howell Park Road Assess the road condition and improve as needed to extend the life. The road should be straightened to better support long vehicles or vehicles towing trailers with wide turning radiuses such as tractors with implements, box trucks, and dump trucks. The existing gravel road borders a historic orchard popular with park visitors. Improvements should increase the distance of the road from the orchard for better visibility (visitor safety), minimizing the chance of vehicles brushing against trees, and to support a future installation of a split rail fence separating the road and the orchard. Minimum compacted depth of 6" for base layer and 3" for surface layer 3. A2: Improving the approximately 300' dirt road. Preparation - remove organic material and topsoil, remove of potholes or washboard areas, scarify, level, and grade the road to match the existing road surface. Install permeable road fabric.
