Swearengin Water System. The project consists of installing approximately 5,300 LF of 6" PVC water line along Waverly Hill Road, 2,200 LF of 6" PVC water line along Mini Farm Road, and 8,700 LF of PVC water line along Winkles Road. Swearengin Water System has received American Rescue Plan Act (ARPA) funds from the Marshall County Commission to make improvements to the water system. (ARPA Project# 01095- 511-221206-0032) Compliance with all applicable Federal, State, and local laws, rules, and regulations are required. Bid documents may be examined at the Swearengin Water Board office located at 5100 Swearengin Road, Scottsboro, Alabama 35769. A Performance Bond in an amount equal to one hundred percent (100%) of the contract costs and Labor and Material Payment Bond in an amount of one hundred percent (100%) of the contract cost in the form and terms approved by Swearengin Water System will be required at the signing of the contract. In addition, the Contractor must furnish to Swearengin Water System at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submit a bid for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. The bidder shall show evidence by clearly displaying the current license number on the outside of the sealed envelope in which the bid is delivered. In addition, bids shall be clearly identified on the exterior of the package with the bidder's name, address, the name of the project being bid, and time and place of the bid opening. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days. The Owner reserves the right to reject any or all bids and to waive technical errors if the best interest of the Owner will thereby be promoted. All bids received after the date and time of the bid opening noted above will be returned unopened.
