At such hour, or as soon as practicable thereafter, the Board of Trustees of the District will proceed to open in the presence of all bidders and consider the bids received for the furnishing of such labor, materials, and equipment necessary for the proper construction of such improvements. No bidder may withdraw his proposal for a period of thirty (30) days after the date set for the opening of bids.
