Mailed bids shall be sent to the Municipal Building and addressed to the Township Clerk, Township of Waterford, 2131 Auburn Avenue, Atco, NJ, 08004. These bids will then remain sealed until they are to be opened . Bids will not be received after the specified time. Specification and Form of Bid Proposal have been filed in the Office of the Township Engineer at 815 East Gate Drive, Suite 103, Mount Laurel, New Jersey 08054, and may be inspected by prospective bidders during normal business hours. It is the intention of these Specifications and Plans to provide and secure the construction of the Recreation Complex Hockey and Pickleball Courts in the Township of Waterford, Camden County, New Jersey complete in every detail as shown or specified, for the prices bid in the Proposal. The proposed base bid work includes removal and disposal of the existing improvements including the existing chain link fence and gates, hockey rink boards and benches, and tennis netting and posts; full depth cement reclamation of the existing bituminous court surface; installation of PCPP underdrain; 3" HMA9.5M64 bituminous overlay; installation of boards, benches, netting and rink surface for a new hockey rink; installation of post, netting and court surfacing for 2 new pickleball courts; installation of 4' high and 8' high chain link fencing and gates; and related appurtenances. An alternate bid is also included for the installation of new lighting poles, LED fixtures, lighting controls and related appurtenances. The project is located at 1129 Old White Horse Pike, Waterford Township, NJ. Must be in the form of a certified treasurers or cashiers check or bid bond in the amount of 10% of the bid amount is required and should be made payable to the Township of Waterford. A Consent Surety Statement and Certification must be submitted. A Certificate of Authority issued by the New Jersey Department of Banking and Insurance must be submitted Each proposal must state the name and address of person, firm or corporation interested in the same as a principal. Proposals must be submitted in a sealed envelope, addressed to the Township Clerk, Township of Waterford, and identified as bid for: Recreation Complex Hockey and Pickleball Courts. The Township Committee and its Solicitor will be the sole discretionary body for consideration or rejection of the proposals Any bid may be withdrawn prior to the above schedule time for the opening of bids or any authorized postponement thereof. Bids received after time and date designated shall not be considered. No bidder may withdraw a bid for a period of sixty (60) days after the actual date of the opening thereof. The owner reserves the right to reject any or all bids and to accept the bid which best appears to be in their best interest. The owner also reserves the right to consider any proposal invalid which considers furnishing said items which do not conform strictly with that specified. If a nonconforming proposal is not discovered at the time of the bid opening, the owner reserves the right to reject said proposal at any time prior to execution of the contracts by them.
