This project is expected to go out for bids in early November 2023 Public Notice is hereby given that the State of Delaware, Department of State, Division of Historical & Cultural Affairs ("HCA"), is issuing this Request for Qualifications (RFQ) from all interested parties to provide Design/Build (D/B) services for DOS Project MJ2006JDPVISCTR - John Dickinson Plantation Visitor Center. This is the first step of the process in order to prequalify teams to be eligible to bid on the Project. Interested teams should provide a response in accordance with the directions and information provided. Respondents should include teams consisting of Delaware licensed/registered contractors and architectural/engineering firms. The number of firms comprising the team is not being mandated, but the final contract will only be signed with one entity. The prequalified teams selected from this process will be the only teams eligible to submit a final bid for the Project. Project Description The John Dickinson Plantation ("The Plantation") is currently owned and operated by the HCA. The Plantation was the boyhood home of John Dickinson, who was a lawyer and statesman of the 1700's and early 1800's. He was an American founding father who was a framer and signer of the U.S. Constitution. The Plantation will continue to be operated by the HCA as a tourist destination during the construction of the Project. The overall Project is the construction of a Visitor Center at The Plantation located at 340 Kitts Hummock Road, Dover, DE 19901.The main building for the Visitor Center is a one-story 14,500 sf facility that includes administrative office space, a gallery and exhibit space, a multi-purpose room, a catering kitchen, and support areas for the entire building. Other construction for the Project includes a parking area, pavilion, well, and septic drainage field. An archeological consultant may be present for excavations that occur on the site. The approach calls for this facility to be completed utilizing the design-build approach. Accordingly, HCA has engaged the services of Bernardon, along with their sub-consultants Baker, Ingram, & Associates and DEDC, LLC, Landmark Engineering, Bernardon Procures, LLC, and Steve Feldman Design, LLC to act as Owner's Representatives and provide the project documentation necessary for the bidding process. At this time, it is planned to have the documents at 100% of Design Development for bidding. None of the Owner's Representatives may be a member of the successful D/B team. The goal of this RFQ is to determine a select group of DB teams that will be eligible to respond to the Request for Bids. The number of eligible teams selected will be a function of the number of teams that respond to this RFQ. No other information is available concerning this project. Questions regarding this solicitation must be submitted in writing to dfm_ask@state.de.us by Monday, September 11, 2023. Responses will be posted by Wednesday, September 20, 2023 Selection Process For purposes of this RFQ, the Owner's Representatives have developed a Schematic set of documents, including drawings and specifications. This information should be the basis for developing a response to the RFQ. No other information about the Project is available at this time. The State will form a committee to evaluate and score the RFQ responses according to the criteria provided. Based on the number of responses received, the State will determine an appropriate number of DB teams to interview for the selection of finalists. Please see Supplemental Information attachment to review the required information to be submitted and the selection procedures to be utilized. See scoring sheet to be utilized for selection. Submission Requirements The Division of Facilities Management will accept submission of qualifications until 4:00 p.m. on Tuesday, September 26, 2023. Bearer assumes the risk of late delivery, and late submissions shall be returned unopened. Please provide one (1) original and five (5) copies of your proposal. See Supplemental Information attachment for details of submission requirements.
