The Project will entail the selective deconstruction and Historic reconstruction (to be in compliance with the Secretary of the Interior Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings) of the Pawtucket City Hall Tower and the removal and replacement of roofing systems, including but not limited to terracotta, metal and membrane roofing systems. The project will also entail modifications and updates to the existing HVAC, Electrical and Plumbing systems. As part of this work, the project is to be coordinated with the premise that City Hall and the abutting Police and Fire Departments will remain in operation. The location of the proposed construction activity ("the Project") is shown on the Plans Issued for Bid included in this RFP as Appendix G. In general terms, the location of the Project can be described as follows: o Pawtucket City Hall 137 Roosevelt Ave Pawtucket, RI o Portions of the following properties: Assessor's Plat (Mblu.): 43 / 0485 The Work shall be completed within six hundred (600) calendar days to Substantial Completion and sixty (60) days thereafter to Final Completion; for a total completion timeline of six hundred and sixty (660) calendar days. Answers to questions received, if any, will be posted on the internet as an addendum to this bid solicitation. Bidder is required to provide a bid surety in the form of a bid bond or certified check payable to the City of Pawtucket in an amount not less than five percent (5%) of the bid price. Bidder is required to provide a performance and payment bond as outlined in the City's General Terms & Conditions of Purchase (Appendix B of this RFP) in an amount not less than one hundred percent (100%) of the bid price. The successful bidder will be required to furnish all insurance documentation as outlined in the attached Purchasing Rules & Regulations and General Terms & Conditions of Purchase. The City of Pawtucket reserves the right to award on the basis of cost alone, accept or reject any or all bids, and to act in its best interest including, but not limited to, directly negotiating with any vendor who submits a proposal in response to this RFP and to award a contract based upon the results of those negotiations alone. Proposals found to be technically or substantially non-responsive at any point in the evaluation process will be rejected and not considered further. The City of Pawtucket may, at its sole option, elect to require presentations(s) by bidders clearly in consideration for award.
