NOTICE TO BIDDERS INVITATION TO BID Wastewater Treatment Facility and Pump Station Upgrades The Town of Old Orchard Beach, ME (Owner) will receive separate sealed Bids for upgrades to the existing Wastewater Treatment Facility (WWTF) and associated pump stations. The Work includes but not limited to new buildings, modifications to existing buildings, new process equipment, site work, plumbing and HVAC, electrical and controls, and all materials and equipment, services and construction inherent to the Work. The Project is financed in part by the Maine Department of Environmental Protection (DEP) Clean Water State Revolving Fund. Compliance with Agency requirements and Federal requirements is required, including but not limited to American Iron and Steel requirements as mandated by Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preferences. Any person interested in Bidding on this Contract should thoroughly familiarize themselves with the Clean Water State Revolving Fund Requirements. Failure to comply with any of the CWSRF conditions may result in the Bidder being determined non-responsive and therefore, not entitled to the award of this Contract. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidders maximum bid price and in the form of a certified check The goals for this project are a minimum of 0.64% certified Minority Business Enterprise (MBE) and a minimum of 1.64% certified Womens Business Enterprise (WBE) participation. The Work shall be substantially complete within 670 calendar days from the commencement of Contract Time and completed and ready for final payment within 730 calendar days from the commencement of Contract Time. The Owner anticipates that the Projects total bid price will be approximately $24.2M. Per the Engineer there is a pending addendum to be released that has changed the Question Deadline to 10/12.
