Alley Rehabilitation PM 10 Dust Emissions Reduction 2 All solicitation questions must be emailed to Paula Brown at paula.brown@chandleraz.gov, no later than 5:00 p.m. local Arizona time on September 7, 2023. This project mitigates dust emissions in five segments of alleys by replacing the top 6 inches of dirt, gravel, and older aggregate base course with crushed asphalt milling material. Work must be completed within 270 consecutive calendar days from the Notice to Proceed. The Engineer's Estimate range is $ 2 mil- $ 2.5 mil. This is a Federal Funded Project with DBE requirements. Bids must be submitted on the Proposal Form provided and be accompanied by the Bid Bond for not less than ten percent (10%) of the total bid, payable to the City of Chandler, Arizona, or a certified or cashier's check. The successful bidder must furnish a Payment Bond and Performance Bond in the amount equal to one hundred percent (100%) of the Agreement Price. The right is hereby reserved to accept or reject any or all bids or parts thereto, to waive any informalities in any proposal and reject the bids of any persons who have been delinquent or unfaithful to any agreement with the City of Chandler. All Bids will remain open for 90 days after the Bid opening day, but the CITY may, in its sole discretion, release any Bid and return the bid security prior to that date. No Bidder may withdraw his Bid during this period without written permission from the CITY. Protest Policy - A protest of a proposed award must be filed WITH THE PURCHASING OFFICE within 5 calendar days of the first posting of the award recommendation. Award recommendations are posted on the Capital Projects web site or the City Clerk web site. If the due date occurs on a weekend or holiday the protest must be filed the next business day. A Protest must include: The name, address and telephone number of the protester; The signature of the protester or its representative; Identification of the project and the solicitation or agreement number; A detailed statement of the legal and factual grounds of the protest including copies of relevant documents; and The form of relief requested. CITY will review the protest and issue a written response. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
