This Request for Proposals (the RFP) is an invitation by Loyalist Township (the Township) to prospective proponents to submit proposals for Bath Sewage Treatment Plant (STP) - Aeration Upgrades, as further described in Section A of the RFP Particulars (Appendix B) (the Deliverables). The scope of work for this project will involve upgrading the components of the plant's existing aeration system which have reached the end of their useful lives, such a process air blowers and fine bubble diffuser systems. This will involve the removal of the existing system as well as the design, supply, and installation of a new system which will be capable of meeting, or exceeding, the levels of treatment required by the Bath STP's Environmental Compliance Approval. These RFP documents, along with any addenda issued over the course of the procurement process, will form part of the Owner's Statement of Requirements for the project, as defined in the CCDC14 Contract Documents. The Township would prefer to schedule the Work for late 2023 or early 2024 but recognizes that supply chain constraints may impact project schedules. Proponents should present their proposed timelines for the project and clearly identify projected duration of the design, procurement, and construction phases of the work in their proposals. The Township will then work with the preferred proponent to develop an agreed-upon schedule during the contract negotiations phase of the procurement process.
