The intent of this RFP is to find a Successful Proponent capable of providing the Work described immediately below. A more detailed description of the Work can be found in Appendix 1 (Information). The Project will be delivered using the methodology of Construction Management At Risk (CMAR). As such, the project is broken into two parts for the Construction Manager: Schedule “A” – Scope of Services – Pre-construction services, which includes but is not limited to: design assistance, estimating services, project scheduling, subcontractor bid documentation, project site planning and project site investigations, project opportunities for sustainability and procurement process. Schedule “B” – Preliminary Scope of Work – this work involves the construction of new sewer lines and the dry pond. This work is not guaranteed and is subject to funding approval, satisfactory completion of pre-construction services, accepted pricing, and other factors, as outlined in Appendix 1 (CMAR Contract). For phasing coordination, the Work has been grouped into several Lines, Pocket Park and the Pond Area. Some of the phasing considerations of the scope includes: Phasing to complete the Works ahead of the City of Edmonton's BGN (Building Great Neighborhoods) scope of work. Phasing the start of the dry pond impact to the U13 field to after the completion of the Kenilworth dry pond scope in 2024. Work around the school site to out of school periods. This is not a full list, and the requirements will be integrated into the construction schedule as part of the Pre-Construction Services noted in Schedule “A” The goals of delivering this project using CMAR is for EPCOR, the Consultant and Contractor to establish a collaborative, efficient and high performing team which meets the Project objectives and milestones. Of these, the emphasis for proceeding with this methodology is: Constructability and Execution Planning during Design in collaboration with Consultant and EPCOR Schedule Flexibility: Long Lead Equipment Procurement and Early Works in advance of IFC Timely and updated costing information The objective of the current project is to reduce the risk of flooding in the Ottewell and area neighbourhoods. The Ottewell neighbourhood is primarily serviced with a mix of combined sanitary and storm lines, and some separate storm lines. There is no stormwater management facility in the neighbourhood, and the current overland (or surface drainage system) is not effective. There are several areas in this neighbourhood where water can pool during intense rainfall events, which puts the area at a higher risk of flooding. To reduce the flood risk, EPCOR will be constructing a dry pond in Ottewell Park and installing/upgrading various storm infrastructure throughout the neighbourhood. The project is currently in the Preliminary Design Phase with construction anticipated to occur 2024 – 2026, with a potential for early Works in 2023.
