The project is located at the Wastewater Treatment Plant, 3100. S. Lewis Boulevard and includes construction of a high strength waste receiving facility and related pumping, piping, valves, and controls, conversion of two secondary anaerobic digesters (1S and 2S) to primary anaerobic digesters (P5 and P6), replacement of four existing make-up air units with natural gas make-up air units, and miscellaneous general construction as further described in the construction documents. There are three alternates for this project. Alternate 1A provides for radial beam fixed digester covers with linear motion mixers. Alternate 1B provides for dual membrane digester covers with submersible mixers. Alternate 2 provides for PVC HSW piping. Site Directions: The project is located at the Wastewater Treatment Plant, 3100. S. Lewis Boulevard. Each bid must be made on a form furnished by the City and must be accompanied by a bid bond, a cashier's check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid, made payable to the City Treasurer of the City of Sioux City, Iowa. The check or draft may be cashed by the City Treasurer as liquidated damages in the event the successful bidder fails to enter into a contract within the ten (10) days after notice of award and post bond satisfactory to the City ensuring the faithful fulfillment of the contract. Wage Determination wages are required, along with records of employee wages paid and hours worked in compliance with requirements outlined in the Specifications, Supplementary Provisions. The Contractor shall comply with the Davis-Bacon Act and the Copeland "Anti-Kickback" Act. This project has an early start date of December 16, 2024, and a late start date January 15, 2025. Work shall be completed within 455 Working Days. However, the City reserves the right to reject any or all bids, readvertise for new bids and to waive informalities that may be in the best interest of the City. A. General construction of wastewater treatment facility buildings and concrete basins including structural, process piping and equipment, plumbing, heating, ventilation, electrical and instrumentation and control. The Work of this Contract includes the following: o Construction of the new High Strength Receiving facility and related pumping, piping, valves, and controls. o Replace Secondary Digester 1S and 2S covers on the existing Secondary Digesters (future Primary Digesters, P5 and P6) with Alternate 1A (Radial Beam Fixed Digester covers) or Alternate 1B (Dual Membrane Digester covers). o Installation of Alternate 1A (Linear Motion Mixers) or Alternate 2B (Submersible Mixers) in future Digester P5 and P6. o Installation of two heat exchangers and necessary piping, pumps, controls to heat two Future Digester P5 and P6. o Replacement of four existing make-up air units with natural gas make-up air units. o Isolation of the existing Question Deadline 10/04/2024 All questions about the meaning or intent of the bidding documents shall be submitted to the Engineer in writing. Questions received less than seven (7) days prior to the date for opening bids may not be answered.
