As of October 25, 2023, this project has not yet been awarded. The project is expected to be awarded on November 13, 2023. Scope of work generally includes modifications to the existing wellheads which includes: extension of well casings, installation of new pitless adapters, valves, abandonment of existing vaults, and all necessary appurtenances and restoration for said construction. Any technical questions regarding the bid documents are to be directed to LSSE. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Authority to guarantee the bidder's entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Authority has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. Any technical questions regarding the bid documents are to be directed to LSSE. the water system will remain online and in use for the duration of construction. As such, close coordination with the Owner and scheduling of the improvements are critical aspects of maintaining water distribution service for the duration of construction. Contractor is required to coordinate all scheduling with the Owner. Refer to Specification Section 2 - Scope of Work for further details.
