The USDA, Agricultural Research Service, intends to issue a Request for Quote (RFQ) for Renovations to the Second and Third Floor of the National Agricultural Library (NAL), located in Beltsville, Maryland. BACKGROUND: The NAL has a need for renovations to the Second and Third Floor of the building. REQUIREMENT: The contractor shall provide all labor, tools, material, equipment, and supervision for Renovations to the Second the Third Floor of the NAL, to include the following tasks: painting, carpet tiles, fixtures and ceramic tile, installation of a barn door, etc. The majority of the work is painting. BASE: Base Item - Renovations of the Second and Third Floor GENERAL: The contract performance time is approximately 180 calendar days from the issuance of the Notice to Proceed. The North American Industry Classification System (NAICS) codes are 238320 - Painting and Wall Covering Contractors, with a size standard of $19 million. This procurement is being issued as a Total Small Business Set Aside utilizing the simplified acquisition method by issuing a Request for Quote (RFQ). Selection will be made using the Lowest Price Technically Acceptable (LPTA) selection process. The contract will be awarded, based on the LPTA, to the firm whose quote, in the judgment of the Contracting Officer, provides the best combination of technical expertise and price reasonableness. It is anticipated that the solicitation documents, to include the Statement of Work, will be available for viewing and downloading at www.sam.gov, on or about September 2, 2023. The solicitation and all amendments for the RFQ will be posted on www.sam.gov. A Site Visit will be scheduled. Specific details will be included in the solicitation that is posted. Quotes are due on or about September 12, 2023, by 12:00 noon, EST., via electronic format. All quotes shall be emailed to angela.wingert@usda.gov. All format requirements outlined in the solicitation shall be followed for electronic submission. All quotes must be received in electronic format by the date and time specified. All responsible sources may submit a quote which will be considered. It is the responsibility of the contractor to check www.sam.gov frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offeror's inability to access the documents posted at the referenced website. No copies on electronic storage (USBs, DVDs, CDs, etc...) or hard copies will be made available.
