The Western Virginia Water Authority is requesting Bids for the work of the following Project: Biosolids Management Services for the Roanoke Regional Water Pollution Control Plant The Project includes the following Work: Management, removal, transportation, and beneficial reuse or disposal of digested Biosolids located at the Water Pollution Control Plant lagoon(s), and all required and associated work as described in the Specifications. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders Contractor shall furnish a performance bond and a payment bond, each in an amount at least equal to the Contract Price, as security for the faithful performance and payment of Contractors obligations under the Contract. Contract Price: Effective Date of Contract: July 1, 2024 A Bid must be accompanied by Bid security made payable to Owner in an amount of 5 percent of Bidders maximum Bid price Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Project Manager in writing by September 15th, 2023 at 3:00 pm. Interpretations or clarifications considered necessary by Project Manager in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only responses set forth in an Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Responses to questions are not part of the Contract Documents unless set forth in an Addendum that expressly modifies or supplements the Contract Documents. Bidders are referred to the Code of Virginia 54.1-1100 et seq. for contractor requirements. Bidders shall provide evidence of authorization to transact business in the Commonwealth of Virginia by providing the identification number issued to Bidder by the State Corporation Commission in accordance with the Code of Virginia 2.2-4311.2, Title 13.1, Title 50, or as otherwise required by law. A Bid may be withdrawn in accordance with the Code of Virginia 2.2-4330 by giving notice in writing of Bidders claim of right to withdraw Bid within two business days after the conclusion of the bid opening procedure and submitting original work papers with such notice.
