To provide flushing and/or vacuuming of storm water drainage structures within Loudoun County along the right of way on various primary, secondary, and residential routes maintained by VDOT. The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to perform flushing and/or vacuuming of storm water drainage structures. These water drainage structures are located within Loudoun County along the right of way on various primary, secondary, and residential routes maintained by VDOT in accordance with this invitation for bids. Work will be on an on-call, as-needed basis. One year from date of award with four (4) optional one (1) year renewal periods Any questions regarding this invitation for bid shall be addressed to Lora Hagarty at Lora.Hagarty@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than five (5) business days prior to the closing date. The Contractor shall provide all supervision, experienced and qualified operators, traffic control, tools, equipment, fuel, water, accessories and any incidentals necessary to perform on-call, as-needed vacuuming, flushing and cleaning services to drainage structures such as pipes, drop inlets, ditch lines, catch basins, manholes, storm drains, sewers, culverts and other drainage structures within Loudoun County. The Contractor shall be ready and able to commence work operations within seven (7) calendar days after receipt of VDOT purchase order unless otherwise noted. The purchasing agency reserves the right to cancel and terminate any resulting contract, in part or in whole, without penalty, upon 60 days written notice to the contractor. In the event the initial contract period is for more than 12 months, the resulting contract may also be terminated by the contractor, without penalty, after the initial 12 months of the contract period upon 60 days written notice to the other party. Any contract cancellation notice shall not relieve the contractor of the obligation to deliver and/or perform on all outstanding orders issued prior to the effective date of cancellation.
