The Work to be constructed hereunder is located at 1 Moosic Lake Road within the Borough of Jessup, Lackawanna County, PA. The Work comprises the construction of a pervious parking lot with a sub drain system and impervious ADA parking stalls, a rain garden, inlets and stormwater piping, ADA concrete walkways, installation of new playground equipment, fencing, concrete dumpster pad, removal of existing gravel with lawn restoration and all appurtenances for a complete job and in accordance with the Contract Documents. Each Bid shall be accompanied by a certified check, cashier's check, negotiable U. S. Government Bonds (at par value) or approved Bid Bond in the amount of 10 percent of the total Bid Price, payable to Jessup Borough, as a guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required Bonds and Insurance, prepare the required submittal documents and execute the Agreement. All Bids shall remain irrevocable for a period of 60 calendar days from the date of Bid opening. The successful Bidder will be required to post a Performance Bond and Payment Bond in the amount of the Bid price. Bids shall be submitted upon forms furnished by the Borough of Jessup. A full set of Contract Documents is available for inspection, without charge, at the Borough of Jessup Office, 395 Lane Street, Jessup, PA 18434, or at the office of the Engineer, Peters Consultants, Inc., 2701 Columbia Boulevard, Bloomsburg, PA 17815. The Borough of Jessup is using funds secured from the Pennsylvania Department of Conservation and Natural Resources American Rescue Plan Act Grant for this project. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must also establish a 6.9% goal for female participation and a 1.0% goal for minority participation in his aggregate on-site construction workforce for Contracts in excess of $10,000 The work consists of some site demolition including clearing and grubbing for preparation of the following. The construction of a pervious pavement parking lot with 73 proposed parking spaces and paint, in which 4 are ADA accessible and divided with van striping. The pervious pavement will collect stormwater and drain through a 4" perforated PVC sub drain system and will flow into a newly constructed raingarden containing an R-3 rip-rap inflow apron and emergency spillway outflow and plantings. An existing drainage system will be modified with the addition of 110 L.F. of 15" Sch 80 pipe, 2 inlet boxes with risers and bicycle safe grates, an elbow and a clean out, re-attached to the existing outflow pipe system. The ADA parking will not be pervious pave, and will be constructed of superpave asphalt and will be complete with ADA signage. The entire parking lot will be contained within concrete curbing including drop curb in key locations for secondary emergency drainage and drop curb for ADA ramping to newly constructed ADA accessible 5' concrete walkways. The ADA walkways will allow smooth and easy passage to existing restrooms, concession stands, baseball dugouts and pavilion in addition to newly constructed bleachers on 3 new concrete pads & each piece of playground equipment in the playground area both existing and proposed. ADA restroom signs will be installed on the men's and women's room doors. A bench will be mounted in the playground area and will be constructed with space for parking a mobility assistance device and allow for easy entry and departure. Existing playground equipment as specified on plans will be removed and those locations shall be prepared for new playground equipment, some existing equipment will remain, all play equipment existing and proposed will be installed inside the existing playground area complete with safe play surfacing and all complimentary accessories. All existing and newly constructed fence will require yellow fence crown to be installed in all locations not already protected. New galvanized fence will be installed along the roadway to complete the existing unfinished fence. A concrete pad will be constructed for the placement of a dumpster. Areas of gravel will need to be removed and repaired with complete lawn restoration. Grade and seed all disturbed areas and all appurtenances for a complete job in accordance with Plans and Contract Documents
