The Cherry Creek Irrigation Well Stations are located adjacent to Cherry Creek State Park in Centennial, Colorado. The East Cherry Creek Valley Water and Sanitation District (District or ECCV) is requesting competitive sealed proposals from qualified construction contractors for support services during design development and for consideration as the contractor for construction of the SA-3/SL-3 and Cherry Creek Irrigation Well Station Improvements (Project) in accordance with the requirements of 32-1-1801 et seq., C.R.S. The selected contractor awarded the Design Phase Contract (if any) (if and once the parties have executed the Design Phase Contract, the Contractor) will become part of the Project team and will assist the District and the District's design engineer, Kennedy/Jenks Consultants, Inc, by providing input during the design process; preparing project schedules, construction cost proposals, and construction sequencing plans; providing utility location services; and procuring items of materials and equipment for prepurchase. The purpose of this Project is to perform improvements at two separate project sites; Well Site SA-3/SL-3 and the Cherry Creek Irrigation Wells Site. Well Site SA/SL-3 is located at the corner of East Smoky Hill Road and South Danube Street in Aurora, Colorado. Improvements at Well Site SA/SL-3 include replacement of motor soft starters with variable frequency drives (VFDs), replacement of remote telemetry unit (RTU) including the programmable logic controller (PLC), associated HVAC improvements, and associated mechanical piping modifications. The Cherry Creek Irrigation Well Stations are located adjacent to Cherry Creek State Park in Centennial, Colorado. Improvements at this location include select mechanical piping and electrical modifications in the well metering vaults, instrumentation & control upgrades, and chemical feed system improvements. Project design is planned for completion by October 2023. Material pre-procurement is anticipated for this project and is expected to begin as early as September 2023. Construction of the improvements is anticipated to begin in Winter 2023/2024. Selection of the Contractor will be based upon the submittal of information required in this Request for Competitive Sealed Proposals (RFP), including experience, past performance, suitability and availability of key staff, approach to work and proposed cost parameters. Contractor evaluation criteria are listed in the Contractor Selection section of this RFP. Following review of proposals, the District reserves the right to hold interviews with proposers. At the interviews, proposers will be asked to discuss their non-binding opinion of Project cost and underlying assumptions.
