The Alaska Department of Transportation and Public Facilities (DOT&PF) in cooperation with the Southeast Alaska Watershed Coalition (SAWC) are proposing to replace the failing culverts at the Bridget Cove Creek on the Glacier Highway at Milepost (MP) 35 with a single, larger culvert to restore fish passage and hydraulic function. The proposed project could cause temporary delays. A traffic control plan would be developed to manage the anticipated traffic delays. The proposed project does not have any regulatory floodway impacts within the proposed project limits. But it will necessitate encroachments to the unmapped floodplain due to the anticipated culvert maintenance. Encroachments are anticipated to be minor, with no net changes to the base floodplain. Additionally, no longitudinal encroachments are anticipated as part of this project. DOT&PF is committed to keeping any potential increases in water surface elevation for the base flood event for any flooding sources impacted by the project under one foot. Construction could begin as early as December 2023 but is anticipated to start in spring 2024. The proposed project would comply with all applicable authorities including: o Bald and Golden Eagle Protection Act o Clean Air and Clean Water Acts o Endangered Species Act o EO-11988 (Floodplain Management) o EO-12898 (Environmental Justice) o Magnuson-Stevens Fishery Conservation Management Act o National Historic Preservation Act - Section 106 o U.S. Fish and Wildlife Coordination Act o Section 4(f) of the U.S. Department of Transportation Act o Migratory Bird Treaty Act o Anadromous Fish Conservation Act DOT&PF is soliciting comments on the proposed project.
