The Southwest Ohio Regional Transit Authority (SORTA) is seeking proposals from an Electrical Contractor that is licensed in the state of Ohio, to provide services for On-Call Commercial/Industrial Electrical Services for a contract period of three (3) years. The Southwest Ohio Regional Transit Authority ("SORTA") is a regional transit authority organized and operating under Section 306.30 et seq. of the Ohio Revised Code. As such, it is a political subdivision of the State of Ohio. SORTA provides both fixed-route mass transportation services and paratransit services. SORTA provides service to the city of Cincinnati, Hamilton County Ohio, and parts of Butler, Clermont, and Warren Counties. SORTA operates 46 fixed routes. SORTA provides both fixed-route mass transportation and paratransit services through approximately 300 city-type transit buses and 50 paratransit vehicles. Addendum/Response to Questions/Clarifications:September 7, 2023, 10:30am The Contractors' proposal will include Prevailing Wage Labor costs, equipment, and materials to complete the work in accordance with Local, State, Federal specifications, and regulations. SORTA does not guarantee a minimum or maximum dollar amount associated with this Contract. The Contractor is responsible for obtaining all project related permits as required. The awarded Contractor will provide qualified Electricians to perform routine preventive maintenance on as-needed bases and requested repair work. All persons employed by the Contractor in the performance of any work hereunder shall be agents and employees of Contractor only. Neither Contractor nor any employees or agents of Contractor shall be deemed employees of SORTA for any purpose whatsoever. All parts, materials and work furnished will be of good quality and free from any defects and will at all times be subject to SORTA's inspection and approval, but neither SORTA's inspection nor failure to inspect will relieve Contractor of any obligation hereunder. Upon completion of repairs, if in SORTA's reasonable opinion any part or work fails to conform to specifications, or is otherwise defective or unsatisfactory, Contractor will promptly repair, replace, or correct any deficiencies at Contractor's expense. The acceptance of work or payment for services by SORTA will not constitute a waiver of the foregoing and nothing herein will exclude or limit any warranties implied by law. The work performed will also be in conformance with and meet all industry standards. All service, repairs and/or replacements will be performed in strict compliance with all applicable Federal, State, and City codes rules or regulations, by a qualified Electrician under direct appointment and supervision of the Contractor. Emergency Service: Provide 24-hour emergency service with a two (2) hour response time. Service will be billed at the designated rates in the Contract Price Proposal. Emergency call-out service requests are also included in this category. After-hours requests are considered after 5:00 pm and before 8:00 am EDT. New and Used Materials: All equipment, parts and material will be new, unused, manufacturer's latest model and in current production. All materials will have physical and chemical properties to withstand the intended service. Equipment design shave have sufficient excess capacity for durability and safety. SORTA will provide some parts, i.e., bulbs which will be listed in all requested work scopes. Questions Concerning This Solicitation Any questions regarding this solicitation shall be submitted through the e-Procurement Portal no later than 10:30 am on Thursday, August 31, 2023 (EST). Telephoned questions will not be accepted. Proposers shall not contact any other SORTA personnel regarding any aspect of this solicitation. Any proposer found to have had such contact shall be barred from participation in this solicitation and any subsequent contract, either as a prime contractor or subcontractors. SORTA anticipates that responses to questions submitted will be provided to all known proposers by 10:30 am on Thursday, September 7, 2023. If the responses materially alter the terms of this solicitation, they will be incorporated in an amendment to the solicitation. No communication by SORTA or any of its Trustees, officers, employees, agents or representatives shall alter the terms of this solicitation or bind SORTA in any manner, unless incorporated in such an amendment. Contract Award Award will be made to the firm(s) whose proposal, in SORTA's sole judgment, is considered to be most advantageous to SORTA, cost and all other factors considered. SORTA reserves the right to reject any and all proposals and to permit or waive minor informalities, irregularities and errors in proposals. SORTA may elect to make an award on the basis of initial proposals or to proceed with the evaluation process defined herein.
