The study area for this project is contemplated to focus on Main Street and the Highway 12 Interchange and its associated on/off ramps extending from Centennial Drive on the east to the new recreation facility currently being constructed west of the interchange. The study area may need to be increased/modified if proponents deem it necessary to fully study the traffic impacts. All proposed options and analysis are to include the interchange and adjacent infrastructure (including pedestrian/cyclist pathways) connecting from Centennial Drive to the new recreation facility currently under construction west of the interchange. 1. A Traffic Impact Assessment (TIA) of the interchange and adjacent roadway/pathway infrastructure including: i) Data collection, study, and analysis of existing conditions and vehicle, pedestrian, cyclist volumes ii) Study and analysis of projected future conditions and vehicle, pedestrian, and cyclist volumes based on existing future growth plan, sector plan and draft concept plan documents iii) Identification and discussion of future growth and trigger points for an interchange upgrade/permanent pedestrian/cyclist access option iv) Analysis of existing and future infrastructure requirements for pedestrian/cyclist connectivity v) Any other study and analysis identified by the proponents which is required to identify and analyze options for pedestrian/cyclist access 2. Feasibility analysis and presentation of preliminary design of proposed options for pedestrian/cyclist access including: i) Preliminary design of proposed options to add pedestrian/cyclist access ii) Feasibility of proposed options to meet all applicable TAC, MoH, and other regulations and design guidelines iii) Feasibility analysis and study of impacts to existing bridge infrastructure. This analysis of options must specifically consider all factors impacted including structural, operational/maintenance, safety, drainage, etc iv) Impacts to existing roadway and pathway infrastructure v) Identification of required upgrades/modification of existing infrastructure to facilitate pedestrian/cyclist access vi) Analysis of safety considerations for pedestrians/cyclists and motorists vii) Discussion of pros/cons of proposed options viii) Opinion of probable cost for all options presented The submission of your proposal, receipt of your proposal by the City of Martensville, and the opening of proposals do not in any way constitute a commitment to any proponent.
