In 2023, the City of Halstead was awarded a Building a Stronger Economy (BASE) 2.0 grant from the Kansas Department of Commerce. The desired outcome of the grant is for the construction of an up to a 3500 sq ft building that would be available for sale or lease to prospective industries and help spur economic development activity in Halstead. The intent of the City is to enter into a contractual agreement with qualified firm that can handle both the design and construction of the project as well as meet required timetables per the BASE 2.0 grant guidelines. The selected Design/Build firm will work in conjunction with city staff and the Halstead Governing Body to assist in the completion of the design, engineering, and provide construction services for the project. Proposals Distributed to City Council September 21, 2023 City Council Review Week of September 25, 2023 Consultant Interviews w/City Council (if needed) Week of October 2, 2023 Consultant Selection by City Council October 9, 2023 Draft Contract to City Council Week of October 9, 2023 Final Contract to City Council October 23, 2023 Notice to Proceed Issued to Firm To Be Scheduled SCOPE AND NEEDS OF THE PROJECT The chosen design/build team will lead a comprehensive and complete process for design, development, and construction of an speculative building suitable for industrial purposes. Specifically, the design/build team will collaborate significantly with city staff to incorporate the following, but not limited to, needs for a speculative industrial building: A. Steel building and frame with a minimum of 14' side walls and some insulation B. Suitable reinforced concrete pad in relation to structure and industrial use C. Industrial sized, overhead door(s) D. Climate controlled office space, restroom(s), and storage area E. Driveway and surrounding parking or operating area around building Timeliness and cost efficiency is a core reason why the city has chosen to pursue a design/build method for this project. The City expects that the design/build team will control costs through integration, collaboration and innovative design and construction solutions and will set an overall not to exceed price for the total project as negotiated in a final contract. This project must meet all federal, state and local codes or other applicable regulations related to the BASE 2.0 grant award. The City will give preference to proposals that can meet an anticipated completion date of June 30, 2024. V. PROJECT BUDGET The total final budget for this project has yet to be determined. The City of Halstead received $144,000.00 in BASE 2.0 Grant funds and estimated a budget around $250,000.00 as part of that grant application. The City of Halstead is responsible for all costs over the BASE 2.0 award and has previously dedicated funds to land acquisition for the project.
