All of the work is located in the Town of Brigham, Iowa County, Wisconsin. The work shall be executed under the requirements of the State of Wisconsin, Department of Transportation, Division of Highways Standard Specifications for Highway and Structure Construction, 2020 Edition (hereinafter called Standard Specifications), the attached supplemental specifications and these special provisions. All references to the State of Wisconsin or Highway Commission within the Standard Specifications for Highway and Structure Construction shall mean the Town of Brigham. All references to Engineer shall mean the Town of Brigham. The Town of Brigham reserves the right to reject any or all bids and to accept any bid that is in their opinion the most advantageous to the Town of Brigham. The proposed work consists of miscellaneous overlay, paver patching, and wedging, traffic control, and any incidental items necessary to complete the work. Work shall include a minimum 1-1/2 inch thickness asphalt, with a 1-foot gravel shoulder consisting of 3/4 inch gravel, compacted. The bidder, if awarded, must have the project completed within 5 working days and no later than 12:01 AM on October 16, 2023. Coordinate with the Towns Patrolman two weeks prior to the start of construction. Upon receipt of the notice to proceed, the contractor may begin construction. The contractor is responsible for providing the engineer and owner with a proposed work schedule, to be included with the bid submittal. Liquidated damages may be assessed to the contractor at the rate of $250 per calendar day if construction is not completed within 5 working days and by October 16, 2023. All construction activities shall be coordinated with the Town of Brigham so that all work will be completed in a timely and efficient manner. Payments will be made for work completed and materials incorporated into the project. All prime contractors shall provide a Certificate of Insurance on forms acceptable to the owner. All contractors (prime and subcontractors) shall provide and carry at a minimum, the insurance coverage and limits as indicated in paragraph 107.26 of Section 107 of the Standard Specifications or as required by the owner, whichever is higher. This shall be submitted to the owner before a contract is signed. The bidder's attention is directed to the fact that all applicable state laws and the rules and regulations of all authorities having jurisdiction over construction of the project, which relate to the performance of the work, the protection of adjacent property and the maintenance of protective facilities, shall apply to the contract throughout, and they will be deemed to be included in the contract the same as though herein written out in full Roads can be closed to through traffic for the minimum amount of time necessary for paving process. Closure shall only be on weekdays between the hours of 8:30 am and 3:00 pm. The Town of Brigham will remove and restore all permanent signs that conflict with construction activities. The contractor shall contact Diggers Hotline to identify all utilities within the project limits. The contractor shall coordinate with all utility companies to identify and resolve all utility conflicts with the construction of this project. All work may be inspected by a representative of the Town of Brigham. All materials used in the project will be subject to random samples to verify contract compliance if deemed necessary by the Town of Brigham and/or the engineer. This work shall be in accordance with the requirements outlined in Section 325 of the Standard Specifications. Provide bid/cost for the following projects based on price per ton. Price should include minimum 1-1/2 inch thickness asphalt, with a 1-foot gravel shoulder consisting of 3/4 inch gravel, compacted. Bidders may use this form or equivalent. Road Price/Ton Mounds Park Rd Appointments to review roads shall be made with Royce Nelson at (608) 319- 5398. No contract shall be issued until Contractor has furnished satisfactory proof of workers compensation coverage and a liability insurance policy in full force and effect in a company authorized to do business in the State of Wisconsin for his total operation in the amount of One Million Dollars ($1,000,000) complete liability umbrella policy covering injury, death, or destruction of property of any person other than the Contractor. Cancellation or reduction of insurance shall automatically suspend this contract and no further work shall be done.
