All bid proposals must be sealed and labeled, "Bid Proposal: Solid Waste/Recycling Hauling Services." Specifications can be found attached to this notice on the Town's Website or obtained by emailing the Town Clerk, clerk@exeterri.gov, or phoning, (401) 294-3891, Ext. 9 or by emailing Public Works, publicworks@exeterri.gov, or phoning, (401) 295-1983. The bids received will be considered during the Regular Meeting of the Exeter Town Council on Tuesday, September 5, 2023, at 7:00 p.m., in Council Chambers, at the address above. The bid will be awarded on the basis of the lowest qualified bid price or the lowest evaluated or responsive bid price. The Town of Exeter reserves the right to reject any or all proposals or any parts thereof, to waive any informalities and/or technicalities in same, or to accept any proposal deemed to be in the best interest of the Town, whether or not it is the lowest bid. Background Proposal Requirements The Town of Exeter is seeking hauling services for the Town's Transfer Station located at 890 Ten Rod Road, Exeter, Rhode Island. Presently, the Town operates the Transfer Station and Recycling Facility for Exeter residents with hours of operation set, 7:30 a.m. to 3:30 p.m., Wednesday, Saturday, and Sunday. The Transfer Station handles typical municipal solid waste and recycling and operates under Chapter 34 of the Town of Exeter Code of Ordinances and the Exeter Transfer Station Dumping Regulations dated, January 6, 2020 (see attached). The Town desires to enter into a one- to five-year contract with a solid waste hauler to transport Town-owned and rental receptacles to the Rhode Island Resource Recovery Corporation ("RIRRC"), the central landfill in Johnston, Rhode Island, approximately 312 hauls per year. Chosen vendor must be available during Transfer Station hours of operation to switch containers when needed, especially on weekends. Town of Exeter Public Works Department Request for Proposals Solid Waste / Recycling Hauling Services 1. A brief background of the Company submitting the proposal. 2. Three references from past or present municipal customers. 3. Proof of current insurance coverage for all vehicles. 4. Cash Bond damage deposit of $4,500.00 5. Draft hauler's contract, which may be altered to meet the Town of Exeter's approval. 6. identify cost per each haul for each year to the RIRRC and identify and include a hauling schedule, including weekends. 7. Identify a monthly payment method to include weight slips/tickets from the RIRRC and for hauling and rentals, if any, with the Town of Exeter's approval. 8. Include an emergency service agreement for full container (switching of) and additional, if applicable. 9. Provide a list and description of roll-off containers available for rent with prices from your company. 10. The bidder must agree and adhere to the rules and regulations of the Exeter Transfer Station and the RIRRC. 11. Equipment: The bidder must own a minimum of two hauling trucks (roll-offs) with a combined gross weight of 70,000 lbs., each, minimum, to provide the Town with uninterrupted hauling service, bid must include a photo and copy of trucks, registrations, and vehicles' insurance showing the bidding company or company's owner(s) name on each. A copy of the actual drivers' licenses must be included. 12. Site and Physical Security: All Town-owned or rented containers must be returned to the Exeter Transfer Station or other approved site each night. No sub-contractors will be allowed to access the Exeter Transfer Station or to haul Exeter's containers without Public Works Director's approval. No materials whatsoever shall be removed or added to a Town-owned or rented container. 13. Sealed bid proposals for the above will be accepted in the Office of the Town Clerk, 675 Ten Rod Road, Exeter, Rhode Island 02822, until 2:00 p.m., Wednesday, August 30,2023. 14. All the aforementioned items must be included with your bid proposal. The proposal will be awarded on the basis of the lowest qualified proposal or the lowest evaluated or responsive price and/or the most suitable proposal which meets the needs of the Town of Exeter.
