Start/Delivery Date January 2024 Project Duration 12-18 months Modesto City-County Airport Agreement for Consultant Services Feasibility Study- Primary Runway 28R Extension Introduction: The Public Works Department, Airport Division seeks to obtain an agreement for consulting services to perform a feasibility study for a potential runway extension of the Modesto Airports primary runway 28R. The current length of 5904 to expand to a length of 7000-7500 Contractor Responsibilities: The consultant will be responsible for managing the project through completion, gathering critical information specific to the Airport, aircraft, airspace and surrounding neighborhood and hiring their own sub-contractors if needed to complete this study. City Responsibilities: The Airport is to supply any relevant documentation for data gathering such as the Airport Layout Plan, Obstruction Analysis or any other pertinent document or study the Airport may have. Scope of Project: 1. Data gathering from numerous sources such as but not limited to: CAD files, ALP, Zoning and land Use Plans, Transportation plan, detailed operations data by aircraft type and destination, obstacle data, airplane planning manuals for planned critical aircraft. 2. Determine Critical Aircraft and stage length: Determine existing critical aircraft and stage length pairing, identify potential critical aircraft for a runway length of 7000-7500 3. Preliminary Runway Longitude and Gradient Analysis: Evaluate existing runway longitudinal grades, determine future runway longitudinal grade requirements, estimate effective runway gradient to be used in runway length requirement adjustments. 4. Runway Separation Requirements and Runway Length Requirements: This information should be based on FAA standards required to accommodate the existing and future critical aircraft, document deficiencies to the current airfield configuration. Runway length requirements should be based on aircraft planning manual analysis considering temperature, elevation, gradient, stage length and fuel load with full passenger load. 5. Runway Alternatives: RSA, ROFA, OFZ, POFZ, MALSR, RPZs, TSA, TOFA and runway/taxiway separation. Alternatives to maximize runway length on property to meet critical airport design standards. Document non-standard conditions and required modifications to FAA design standards. 6. Obstacle Analysis of Preferred Alternative: Part 77, Departure surface and TERPS 7. 7. Preliminary Construction Phasing 8. Opinions of Probable Construction Costs 9. Itemization of Probable Land Acquisition and Costs Identify and denote the potential properties impacted by this expansion and subsequent acreage affected. This identification should be listed in the comprehensive report and outlined in the drawing set. 10. Prepare Individual Presentations for both the Airport Advisory Committee and the Modesto City Council. 11. Final Report to be delivered via hard copy and electronic copy
