The Yukon Hospital Corporation is seeking submissions from qualified operators for Snow Removal and Winter Grounds maintenance for the Whitehorse General Hospital (WGH) Campus. 1.1 Snow removal and winter grounds maintenance will include all sidewalks, roadways and parking areas beginning at the intersection of Wickstrom Road and Hospital Road and encompass the entire Whitehorse General Hospital Campus. Campus includes Buildings #1 Crocus Ridge (CR), #2, #4, #8 Emergency Medical Services (EMS), Incinerator Building, Thompson Centre (TC) including Healing Centre and Whitehorse General Hospital (WGH) including the Emergency Department (ED). 1.2 When snow falls during the night, snow removal must begin no later than 06:00 hrs; a) Sidewalks must be cleared to the base media (concrete, asphalt, etc.) and maintained ice free, sanded and/or ice melt applied as required to prevent personal injury b) The front main entrance to the Hospital must be cleared first. This will include the entrance and 30 meters on each side of the entrance, the sidewalk adjacent to the flag poles, EMS garage door area and Ambulance Bay Entrance and Exit. c) The second areas to be cleared are the staff entrances and entrance sidewalks to WGH, TC, Buildings # 2, # 4, CR and Healing Centre d) The next priorities are the remainder of the sidewalks down to Wickstom Rd., WGH Shipping and Receiving Area, Incinerator Building and WGH Emergency Exits e) All sidewalks must be cleared by mechanical sweeper. 1.3 Roadways and Parking Areas must be cleared of packed snow and ice; a) Roadways and Parking Areas must be cleared to the base media b) All work to be undertaken and completed before or after normal business hours 08:00hrs to 17:00 hrs. c) No heavy equipment to be operated directly adjacent to WGH after 22:00 hrs or before 05:00 hrs. d) Removed material shall be hauled to the north-east corner of the property, adjacent to double garage or other areas as directed and as designated by Facility Manager. e) Removed material is not to be stockpiled or stored on any boulevards or islands, contractors will be responsible for salt/sand and damage to landscaping if this occurs. The purpose of this Request for Proposal (RFP) is to select one (1) preferred proponent to enter into an Agreement for the provision of WGH's Snow Removal and Winter Grounds Maintenance 2023-2026 The Agreement term shall be for October 1, 2023 to May 31, 2026 and may be extended for two (2) additional one (1) year terms.
