The Northern Rockies Regional Airport is looking for quotations for aircraft de-icing, aircraft ramping services & snow removal services. Scope of services include: AIRCRAFT DE-ICING Provide aircraft de-icing services at the Northern Rockies Regional Airport. NRRA will provide de-icing equipment, de-icing chemical and fuel. Operate the owner provided de-icing vehicle on restricted airside aprons of the NRRA. The successful proponent will ensure all employees performing de-icing duties obtain and hold a valid Airside Vehicle Operator Permit (AVOP) issued by the NRRA. Provide de-icing services that, at a minimum, meet Transport Canada Guidelines for Aircraft Ground - Icing Operations - TP14052. Have a minimum of 2 personnel available "on-call" 24 hours a day, 7 days a week during the winter season for de-icing services. Communicate to flight crews of various aircraft when on site to ensure timely and safe execution of de- icing services. Complete applicable logs and forms for each aircraft de-iced and provide to the NRRA. Complete chemical calibrations as per manufacturer specifications and regulatory requirements on de-icing chemicals. Provide proof that all employees performing de-icing duties are adequately trained and certified by an accredited institution in aircraft de-icing operations. AIRCRAFT RAMP SERVICE Provide aircraft ramp services for Central Mountain Air, in accordance with the Central Mountain Air Ramp Procedures Manual, which requires no less than 15 minutes preparation prior to arrival. Marshalling aircraft in and out of the ramp area safely. Operate and position all airside equipment. Complete proper training and maintain personnel competency on all required equipment. Support airline operations through the safe movement of baggage and ground equipment. Perform basic baggage equipment maintenance checks. Sort, load and offload guest baggage in accordance with load plan. Deliver guest baggage to claim area and unload onto conveyor system. Inspect ramp areas for debris and remove/dispose of when found. Ship and receive cargo. Complete proper training and maintain personnel competency on airline processes. Assist passengers with disabilities during deplaning and enplaning. Work shifts as required and dictated by the airline flight schedules. Flight schedules are provided by Central Mountain Air and are subject to changes from time to time. Be able to work safety in all weather conditions and adapt to a changing environment. SNOW REMOVAL Daily inspection and snow removal required of all sidewalks, arrival and departure ramps. The inspection shall take place 7 days per week and snow removal as required, and no less than one hour before scheduled flights, and generally once per day on days there are no scheduled flights. Snow removal and ice control operations are to be coordinated prior to flight arrivals and flight departures at a minimum of 60 minutes before, ensuring safe passage for public and employees. In the event of adverse weather, snow removal and ice control will be required for walkways and ramp on airside and walkways leading to and from the groundside entrance doors including all sidewalk areas on groundside adjacent to the Air Terminal Building. In the advent of adverse weather conditions such as freezing rain, mild temperatures, and snow causing icy conditions, the Contractor will be required to sand, salt/de-ice all walkway areas to ensure safe passage. The NRRA will provide sand and de-icing material. Under regular weather conditions, the Contractor will be expected to keep designated areas bare and dry of all snow and ice. Ensure arrival and departure ramps accumulate no more than 1/2 " of snow. Ensure all other groundside area accumulate no more than 2" of snow Question Deadline: Tue Aug 29, 2023 8:00 AM (YST) The Municipality reserves the right to accept bids or proposals other than the low bid or proposal based on the Municipalitys assessment of which bid or proposal provides the best value for the Municipality. The Municipality reserves the right to negotiate specific terms of the contract with the short-listed proponents prior to the final award of contract. The Municipality also reserves the right to negotiate specific terms of the contract with the successful Proponent as the contract progresses. The term of this Agreement and the rights granted by it shall be for the period beginning October 1, 2023 and expiring on September 30, 2024
