The Board of Education of St. Mary's County Public Schools (SMCPS) is requesting proposals from qualified School Leadership Consultants to present and provide professional development to administrators in a Comprehensive School Improvement school. Term: September 2023 thru August 2024 Deadline for Questions: Submit questions in writing to pjmccall@smcps.org by 1 p.m. on August 23, 2023 SMCPS Prekindergarten Expansion Grant Literacy Consultant Consultant will mentor and support school-based administrators by working with the school administration on best practices for leadership in a CSI School. The Leadership Development Consultant will build leadership capacity to achieve defined goals. The consultant will provide professional development through a mentoring and coaching model on the following: Focus on actionable outcomes to support growth and improvement. Practice-based administrative coaching. Communication and messaging plan. Leading instructional change. The CSI consultant will work with administration and staff at George Washington Carver Elementary for a total of 10 mutually agreed upon days from September 2023 - August 2024. More days could be added based on funding. The successful consultant will meet with the planning team to mutually agree upon content and delivery style in advance of the professional development sessions. The consultant will provide in-person support through a mentoring and coaching model in order to build capacity of the school leadership team. The consultant will participate in mentoring and coaching for school-based administrators. The selected consultant will provide 10 full days of services (7.5 hours per day). More days may become available if more funding becomes available. It is anticipated that one contract will be awarded as a result of this RFP process. However, SMCPS reserves the right to award this contract in whole or in part as it determines to be in the best interest of SMCPS. The successful consultant will be required to sign the attached General Independent Contractor Agreement defining the general terms and conditions of the agreement (copy attached). The successful consultant will possess the following qualifications: Minimum of 5 years experience as a classroom teacher preferred. Familiarity with the SMCPS administration evaluation system preferred. Minimum of 5 years experience as an elementary principal. Experience working with Title I schools. Special education experience preferred. History of successful leadership coaching experience. Experience in a district level school improvement leadership role. Experience working with Maryland TSI or CSI schools and school improvement plans. Experience with Maryland State Department of Education assessment systems and data analysis. Knowledge and working familiarity with Marylands Early Learning Standards and Marylands College and Career Readiness Standards (CCRS). Proven, successful experience providing professional development to school and school system leadership on best practices for school improvement. A complete response to this RFQ shall include the following: A cover letter and résumé for the person or persons proposed to fulfill the requirements of this request for quotes, that demonstrates the expertise, knowledge, skills, and experience relevant to this consulting position. A proposal detailing the Consultants approach for the professional development days (including structure, content, topics covered, session goals, length, etc.) This RFP form, completed with a proposed daily rate that is fully burdened to include all associated costs including meals, travel expenses and mileage. No additional fees will be approved. The method of Contractor Selection has not been Determined at this time.
