Q And A Close 9/6/2023 3:30:00 AM Purpose for Request The City of Topeka (City) is requesting proposals for professional engineering services for Project No. T-701032.00 "SW 29th Street from SW Burlingame Road to SW Topeka Boulevard" (the Project). The services include providing conceptual work regarding curb replacement, localized base patching, and milling and overlay of the pavement, and engineering design and construction documents. II. Background Information SW 29th Street between SW Burlingame Road and SW Topeka Boulevard is a four (4) lane undivided asphaltic concrete roadway except at the intersections of SW Burlingame Road and SW Topeka Boulevard where it widens out with a raised median and a dedicated left-turn lane, experiencing subgrade and pavement failures, with concrete curb & gutter, and existing traffic signals at SW Burlingame Road and SW Topeka Boulevard. This section of SW 29th Street also has commercial development and residential with significant traffic volumes within the project limits. See Exhibits A and B below. The consultant must also be aware that coordination shall be performed with the City's Water Pollution Control. The Project limits are shown below Scope of Services This project will produce a set of drawings and project manual for a roadway reconstruction project. The project will be designed and constructed in accordance with the City of Topeka and Shawnee County Standard Technical Specifications. Basic services provided may include, but are not limited to the following: 1. Meet with City staff at critical stages throughout design. 2. Perform field and topographic surveys. 3. Coordinate with other City utilities and private utility owners. 4. Design roadway improvements including mill and overlay of the pavement, curb replacement, and localized base patching. The consultant will work with the City's right of way agent, to obtain needed right of way and/or temporary easements prior to the letting. The consultant will prepare the necessary legal descriptions needed for acquisitions. 5. Develop a traffic control plan to carry traffic through construction. 6. Develop and submit conceptual drawings (30% complete) with an estimate of probable construction costs (EPCC). 7. Develop and submit field-check drawings (60% complete) and an updated EPCC. 8. Facilitate one (1) public meeting: to be held after office-check drawings are complete to introduce businesses and residential property owners to the project and gather input. 9. Develop and submit office-check drawings and project manual (90% complete) and an updated EPCC. 10. Develop and submit final drawings, project manual, invitation to bid, bid form, and a final EPCC for the purpose of bidding the project. 11. Respond to questions from prospective bidders as necessary. 12. Prepare addenda as necessary. 13. Prepare a tabulation of bids and make a recommendation of award for construction. Deliverables Final project drawings, project manual with technical specifications, and cost estimates will be completed for a bid letting by December 9th, 2024 and construction by May 6th, 2025. The Engineering Division will administer the Project for the City. V. City Resources to Be Provided All information that the City has relating to the project will be made available to the selected firm. VI. Proposal Format All information submitted becomes the property of the City of Topeka. Proposals received after the time indicated in this request will not be considered. Proposals are to be limited to a total of 10 (ten) pages (not counting front and back cover, cover letter, table of contents, and section dividers) using margins not smaller than 0.75" and font size not smaller than 10. The proposal should include the following: 1. Project understanding 2. Project approach 3. Company background 4. Similar experience 5. Project team 6. Proposed design schedule 7. Exhibit (limit 1 page; 8"x11.5" or 11"x17"; e.g. preliminary alignment for the Project, plan-profile sheet from a previous project, public relations flier from previous project) VII. Selection Process The City will review all submittals and select the Firm that is deemed most qualified to begin the negotiation process for the scope of services and schedule of fees. If the City and the selected Firm cannot agree on scope and/or a schedule of fees, the City may terminate negotiations and proceed with selecting another Firm.
