The Bradfordsville City Commission is poised to push forward with the citys sewer project. Currently accepting bids the project will add an equalization basin to the citys sewer treatment plant. With the plant meant to handle approximately 40,000 gallons per day as is, the basin would help prevent the plant from being overwhelmed during heavy rainfall, when water infiltrates into the sewer system, by giving the excess water a place to pool once the limit has been reached until it can be treated. On the 21st we will decide which engineer will be the one for the project, said Edelen. We had the hearing for the Community Development Block Grant before the last board meeting so on Aug. 21, we will have the opening and evaluation of those bids and well see which is the right one. Meant to help fund local community development and infrastructure improvements, the Community Development Block Grant is handled by the Federal Office of Community and Rural Affairs and requires a minimum of a 10% match from the local community for the funding of projects. While only having received a single bid for the sewer project by the time of last weeks meeting, Edelen noted that the board still expected a few more to come in before the deadline. To my understanding, there is probably going to be maybe three or four more bids that are supposed to be in by next Friday, said Edelen. Regardless, we will not open those until the following Monday. Before Aug. 21, the Bradfordsville Commissioners will also be addressing the Marion County Fiscal Court during their meeting on Aug. 17 to request some assistance with meeting the 10% minimum required by the CDBG. While Edelen stated that he remains hopeful for assistance from the Fiscal Court, the mayor did note that, if the city was forced to take out a loan to pay for the project in full, the costs would require a $1 increase in the sewer rate to pay off the loan over the next 20 to 30 years. Currently, the Bradfordsville sewer rate is $70.43 for the first 1,000 gallons, and $11.42 for each 1,000 gallons afterwards. Edelen noted that he hopes to avoid such an increase if possible, citing his concerns about the decisions impact on the Bradfordsville community. If we had to borrow the full match, that would be an additional burden on the community, said Edelen. Were already one of the higher sewer rates in the Lincoln Trail area, so (with a community of low to moderate income people) increasing it would really make it difficult for a lot of households. In addition to the discussion of the sewer project, last weeks meeting also saw the second reading of the yearly Ad Valorem tax ordinance which will maintain its previous value of 25 cents per $100 of assessed value.
