The Housing Authority of the City of Passaic, New Jersey will accept proposals to complete an environmental assessment for Alfred Speer Village located in Passaic, New Jersey. The assessments are being requested as part of the Housing Authority's initiative to convert its properties under the U.S. Department of Housing & Urban Development's Section 18 Demo/Dispo Program. All services must comply with state and local laws and be in accordance with the existing rules, orders, directives, regulations, and handbooks promulgated by the United States Department of Housing and Urban Development under SVC and the Rental Assistance Demonstration Program (RAD). The services that are requested will be as follows: 1) Prepare an Environment Assessment under 24 CFP Part 58 at the Alfred Speer Village located on State Street, Passaic, NJ: 384 units of family public housing located in six (6) buildings The reports must address all requirements under 24 CFR Part 58 to obtain approval by the U.S. Department of Housing & Urban Development (Section 18). 2) The completed reports must be filed with the Housing Authority within 30 days of execution of the contract. The initial reports will be considered in "draft" form until they have been executed by the "Responsible Entity." 3) The reports must comply with all federal, state and local requirements for completion of a Part 58 Environmental Assessment. A copy of the suggested format for the Part 58 Environmental review is attached to this RFP as Appendix 1. 4) Attend meetings with Authority staff which are relevant to the completion of assessments. 5) Provide all services necessary to obtain approval of the assessments from the "Responsible Entity." The selected firm must work with the City of Passaic to determine the Responsible Entity and obtain approval prior to submission to the Housing Authority Qualifications: 1) Must be licensed in the State of New Jersey to provide Environmental Assessment services. 2) Must be approvable by the United States Department of Housing and Urban Development to provide these services. 3) Should have previous experience providing these services on a similar scale. Proposal Submission: All persons interested in submitting a proposal for the preparation of the Environmental Assessment should submit a proposal based upon a fee per location. The following items should be included in the proposal: 1) Proposal Submission Sheet. 2) Listing of similar projects that the firm has previously completed. 3) Listing of references. 4) Evidence that the firm is licensed in the State of New Jersey. 5) An insurance certificate indicating that the firm has professional liability insurance. 6) Valid New Jersey Business Registration Form 7) Certification that neither the firm nor any of the principals have been suspended or debarred from participation in HUD Programs. 8) Non-collusive Affidavit 9) Affirmative Action Compliance Notice 10) Stockholder Disclosure Form The Housing Authority will evaluate all proposals according to its "Competitive Proposal Evaluation System." All quotes for A/E services should be submitted on the required proposal submission sheet. This sheet should be the first page of your proposal. This solicitation for proposals is being made in accordance with the New Jersey Local Unit Pay to Play law (NJSA 19:44A 20.4 et seq.) as a "fair and open" process.
