The Willamette Water Supply System ("WWSS") Commission ("Owner") is issuing this Request for Proposals ("RFP") to solicit proposals from qualified firms with experience in planning for and delivering public communications, outreach, and engagement for utilities and other public agencies for the Portland, Oregon-area media market. The vendors must be able to perform the professional services in a timely and professional manner and have experience with utilities and other public agencies. The WWSS is a drinking water infrastructure program that will provide Owner with a seismically resilient water supply, designed to meet future demand and provide redundancy in case of an emergency event. The WWSS includes more than 30 miles of transmission pipelines, ranging from 36-inches to 66-inches in diameter, from an intake at the Willamette River Water Treatment Plant ("WRWTP") in Wilsonville, Oregon, north to the Owners' drinking water distribution systems. The WWSS will also include a finished water storage tank, a new water treatment plant, and expansion of the existing WRWTP raw water facilities. The new system is expected to be operational by June 2026. The goal of implementing the Water Supply Integration Communication Plan, Toolkit, and Engagement Support Project is to support the Owner communication teams before, during, and after the event of water supply integration. The WWSS Commission is seeking a qualified contractor to provide various support services, including developing a comprehensive Communication Plan and Toolkit for successful future customer engagement efforts; future task orders are likely to include crisis communication planning, communication effectiveness evaluations, and staff supplementation for Owner-led engagement activities. THIS IS A SOLICITATION FOR PROPOSALS. The WWSS Commission shall not compensate respondents for any costs incurred in the preparation or submission of any response to this RFP. Doug Shermack has been designated as the primary contact between Owner and respondents.
