LEGAL NOTICE TOWN OF GUILFORD INVITATION TO BID #1-2324 RECONSTRUCTION OF NUT PLAINS ROAD The Town of Guilford is seeking competitive bids for the Reconstruction of Nut Plains Road. Sealed bids are due on Thursday, September 14, 2023 at 2:00 p.m. at the office of the First Selectman, on the second floor of Town Hall, 31 Park Street, Guilford, CT 06437 at which time they will be opened publicly. Bids received after this date and time will be rejected. Sealed Bid proposal envelopes, (including overnight packaging) should be clearly labeled with company name, bid number, bid title and marked "time sensitive". Bid specifications may be obtained from the Town of Guilford's website at www.guilfordct.gov or from the Department of Administrative Services procurement website at www.https://portal.ct.gov/DAS/CTSource/BidBoard. Any questions regarding the specifications may be directed, in writing only, no later than Thursday, August 31, 2023 at 4:00pm to jplaziak@guilfordct.gov with a copy to the Purchasing Department at barrettp@guilfordct.gov and fainj@guilfordct.gov . Each bidder is required to visit the site and become familiar with the project area. Each bidder will be required to submit to the Office of the First Selectman, their original proposal with one (1) copy, one (1) electronic copy, and a bid bond or cashier's check in the amount of ten percent (10%) of the base bid. Each bidder shall honor the bid price for ninety (90) business days from the date of the bid opening, without modification. Upon award of the bid, the winning bidder shall be bound by the bid proposal price throughout the contract period. This contract is subject to state contract compliance requirements, including non-discrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract to be set aside for award to subcontractors holding current certification from the Connecticut Department of Administrative Services. The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The minimum rates to be paid for labor on various classifications of the project shall be in accordance with the current schedule of prevailing wages established the Connecticut Department of Labor, Wage and Workplace Standards Division. Refer to the prevailing wage rates included within the specifications. The Town of Guilford reserves the right to reject any or all bids; or to waive defects in same, if it deems such to be in the best interest of the Town.
