The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement to: Replace Air Handling and Condensing Unit at Delaware State University, Dover, DE. Solicitation 12305B23R0038 is issued as a Request for Proposals (RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated in the awarded firm-fixed price contract. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available. This will be evaluated using Lowest Price Technically Acceptable (LPTA), see solicitation for evaluation factors and submission requirements, sections L and M. Notice of Set-Aside for Small Business Concerns: This requirement is a Total Small Business Set Aside. The associated NAICS Code is 238220, Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard is $19.0 million. Magnitude of Construction is between $100,000 and $250,000. Period of performance is 180 days after receipt of the Notice to Proceed. Bonds: If the contract exceeds $35,000, the offeror to whom award is made shall furnish a payment security, which can be a payment bond or an alternative form per FAR 52.228-13, Alternative Payment Protections. Awards exceeding $150,000 require both Payment and Performance Bonds. See solicitation details regarding a Bid Bond. Site Visit: An organized site visit will be conducted on August 25, 2023, at 10:00 AM Eastern Time. The site visit will be held at the project location. Attendees must bring their valid REAL ID or passport. In order to attend a site visit, you MUST pre-register. Please email neil.goldberg@usda.gov and cc roger.ammons@usda.gov with the company name and name(s) of the person visiting the site. See solicitation page 36 for details. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site which may be helpful in the preparation of offers. Attendance at this site visit is not mandatory for offer submission; however, failure to visit the site will not relieve or mitigate the successful contractor's responsibility and obligation to fully comply with the terms, conditions and specifications contained and/or referenced in this document. Questions must be submitted no later than 5:00 PM ET on August 30, 2023. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Replace air handling unit in J.W.W. Baker Building at Delaware State University. 1. UADA, ARS, NEA, ERRC requires the replacement a Trane M-Series Climate-Changer unit, size 6, Model MCCA006ACG0; CAA0C00A Air Handing unit (AHU) including a model TTA1808300CC condensing unit for cooling and electric heat at its Delaware State University (DSU) 1200 N. Dupont Highway Dover DE., J.W.W Baker building location. The AHU and condensing unit are located external to the building shown in fig1. (The condensing units in Fig1 are for a different system unrelated to this requirement.) The condensing unit to be replaced is on a separate slab, figs. 2, 3, and 4 to the right of the AHU. 2. The basis for design of the replacement system is a Trane Climate Changer CSAA006 outdoor unit or equal. The minimum performance specifications are detailed in Atch2. The existing slabs shall be used. The units must not exceed the dimensions in the minimum performance specifications for the existing slabs to be utilized. The air mixing section, position 1, shall include motorized dampers that close when the unit is shut down and a rain hood. 3. The work required includes removing the existing AHU and condensing unit; providing and installing replacement units on the existing slabs; providing, installing and insulating ductwork from the replacement AHU to the existing building ductwork; providing and installing refrigerant piping and refrigerant; providing and installing a variable frequency drive (VFD) for the fan motor; providing and installing stand-alone temperature controls for the AHU and condensing unit; installing electrical and control wiring; testing and balancing. Additionally, provide and install a frame for the condensing unit raising it from the slab to avoid rusting. 4. Work shall meet the requirements in United Facility Guide Specification (UFGS) Section 23 05 15 Common Piping for HVAC, Section 23 31 13.00 40 Metal Ducts, and section 23 07 00 Thermal insulation for Mechanical Systems. 5. All wiring shall be completed IAW NEC code, and all wiring shall be installed in conduit. Work shall meet the requirements in (UFGS) Section 26 00 00 Basic Electrical Materials and Methods. Any electrical systems outdoors shall be properly enclosed to meet NEMA3R or NEMA4 as dictated by the device requirements. The system shall include a low temperature detector, smoke detector and damper position switch shall be wired directly to the supply fan to shut the unit down in these conditions. As-Built Electrical Drawings are not available. 6. Balancing shall be accomplished by an AABC or NEBB certified balancing company to the AABC or NEBB standard. 7. The contractor shall warrant all installed equipment, parts, and labor for a minimum of 1 year.
