Cook County invites the submission of responses to this Request for Qualifications (RFQ) for ARPA Funded Community Electric Vehicle Charging Infrastructure and Installation Services. It is expected that multiple firms/teams will be contracted through this Solicitation, with each assigned to categories of projects listed in this RFQ. County intends to award multiple contracts in each category. The three (3) categories are as follows: Category 1: Level 2 electric vehicle charging station installations. Category 2: Level 2 electric vehicle charging station installations compatible with streetlight solutions. Category 3: Level 3/DC fast charging electric vehicle charging station installations. The County reserves the right to reject any and all submissions, to waive any informality in the submissions and, unless otherwise specified by the Submitter, to accept any item in the submissions. The County also reserves the right to accept or reject all or part of any submission, in any combination that is economically advantageous to Cook County. Lastly, the County reserves the right to cancel this solicitation in part or in its entirety Consistent with Cook County, Illinois Code of Ordinances (Article IV, Section 34-267 through 272), and the County has established a goal that MBE/WBE firms retained as subcontractors receive a minimum of overall 35% MBE/WBE of the overall estimated expenditures for this procurement. In an effort to continue to promote and expand the participation of certified MBE/WBE firms, the Submitter must make good faith efforts to utilize MBE/WBE certified firms as subcontractors. In its response, Submitter must state the name(s) of the minority and women subcontractor(s) and the level of participation proposed for each firm to be awarded a subcontract. The base term of the contract will be three (3) years with two (2) one-year renewal options, to be exercised at the Cook Countys discretion. Cook Countys Bureau of Asset Management (BAM) and Department of Environment and Sustainability (DES) are co-leading this ARPA project for Cook County. DES is leading the outreach and community engagement for input on public charging stations placement within suburban Cook County. BAM currently oversees the Electric Vehicle (EV) charging stations at County facilities. BAM is coordinating the RFQ and the Selected Firms will be reporting to BAM. As this project is ARPA funded, the funding must be obligated by December 31, 2024 and spent down by December 31, 2026. Additionally, communities hit hardest by the COVID-19 will be prioritized for public EV charging station locations. The method of Contractor Selection has not been Determined at this time.
