This Request for Proposals (the “rfp”) is an Invitation by the Cowichan Valley Regional District (the “cvrd”) to Prospective Proponents to Submit Proposals for Engineering Design and Contract Administration Services for the Modernization of Bings Creek Recycling Centre, as Further Described in Section a of the Rfp Particulars (Appendix C) (the “deliverables”). This Rfp Replaces the Cancelled Rfp R23-22 Project Management Services for Modernization of Bings Creek Recycling Centre. The Cvrd Intends to Select One (1) Professional Engineering Team (the “consultant”), Experienced in Transfer Station Design, Construction, and Contract Administration to Represent the Cvrd’s Interests (the “owner”) in Modernizing the Bings Creek Recycling Centre (Bings Rc) Located at 3900 Drinkwater Road in Duncan, Bc. designing and constructing a new waste transfer building, expanding an existing recycling building to accommodate increased capacity for recyclable programs, and general site improvements such as: improving traffic flow, upgrading stormwater management, increasing resilience to climate change, and other potential improvements that can be completed within the available budget. The Consultant will be responsible to complete or coordinate the following works and any other essential tasks: all preliminary studies and investigations including but not limited to geotechnical, environmental, traffic studies, underground utility locations, topographic survey, civil, geotechnical, and structural designs, building permit, development permit, and other permit applications and approvals required, public communications, contract tendering and administration, construction inspections and records, operations and maintenance plan, and asset management update. This project is possible thanks to a $6M contribution from the Union of BC Municipalities (UBCM) Strategic Priorities Fund (SPF). The Consultant will work under the direction of the Senior Manager and the Operations Manager of the CVRD’s Recycling and Waste Management Division (the “CVRD’s Project Manager”).
