Bids for the Purchase of a Building 60 X 60x 16 for the Traill County Highway Department Each Proposal Shall Be Accompanied by a Separate Envelope Containing a Bidders Bond in a Sum Equal to Five Percent (5%) of the Full Amount of the Bid, Executed by the Bidder as Principal And by a Surety Company Authorized To Do Business in North Dakota, Conditioned That if the Principals Bid Be Accepted and the Contract Awarded, That Within Ten (10) Days After Notice of Award, the Principal Will Execute and Effect a Contract in Accordance With the Terms of the Proposal and a Contractors Bond (100% Performance and Payment Bond) as Required by Law and the Regulations and Determinations of The Governing Board. Each Bidder Shall Have a Valid North Dakota Contractors License Of the Proper Class for the Dollar Amount of the Proposal. No Proposal Shall Be Read or Considered Unless a Copy of the License or Certificate of Renewal Thereof Enclosed in the Bid Bond Envelope. License Shall Have Been in Effect at Least (10) Days Prior to the Date Set to Receive Bids. No Proposal Will Be Read or Considered Which Does Not Fully Comply With the Above Provisions As to Bond and License. Any Deficient Proposal Submitted Will Be Resealed and Returned to the Bidder Immediately. No Bidder May Withdraw His Proposal Within Sixty (60) Days After the Scheduled Closing Time for Receipt of Proposals. The Owner Reserves the Right To Reject Any and All Proposals And Waive Any Formalities or Irregularities and Shall Incur No Legal Liability for the Payment of Any Money Until the Contract is Awarded and Approved by the Proper Authorities.
