The Tohopekaliga Water Authority (Toho) invites qualified firms licensed under chapter 489, Florida Statutes, to submit Statements of Qualifications (SOQ) to provide Construction Manager at Risk (CMAR) Services for the upgrade of Water Treatment Plant #4 in the Toho East service area. CMAR services will be procured under section 255.20, Florida Statutes. Water Treatment Plant (WTP) #4 is an existing facility with a permitted capacity of 9.0 mgd. The existing average daily flow is 7.4 mgd. The project will replace the existing treatment process with a fixed bed Ion exchange process while the facility remains in operation. The project has an aggressive schedule with a partial completion date goal of December 2025 to begin producing potable water through the Ion exchange vessels. Completion of all project components are not required by the December 2025 goal. The schedule will require pre-purchasing materials and equipment early in the design phase. The preliminary design report will be completed in October 2023. Respondents to this Invitation to Submit Qualifications must have proven expertise and extensive experience in the Construction Manager at Risk process related to water treatment facilities on existing facility sites with expedited delivery schedules. Respondents to this RFQ should demonstrate experience and resources related to: o Installing and starting up fixed bed Ion exchange units o Working on and maintaining operation at active WTP sites o Accelerated delivery of projects Respondents should also demonstrate they have adequate resources and expertise to meet the project schedule goals.
