The Town of Normal ("Town") seeks contract proposals from highly qualified environmental consulting firms (hereinafter referred to as the "Proposer" or "Consultant") engaged in lead-based paint evaluation and clearance services as required under the US Department of Housing and Urban Development's Lead Safe Housing Rule (24 CFR Part 35 Subpart J) for single-family housing rehabilitation projects located in the Town of Normal. The Town of Normal, Illinois is committed to preserving its affordable housing stock and providing opportunities for homeowners to make critical repairs or modify their home to meet their mobility needs. In support of these commitments, the Town offers the Emergency Repair and Home Modification programs to perform rehabilitation activities at single-family, owner-occupied housing units. These programs are funded through the US Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG) program and previous loan repayments (program income). CDBG is authorized under Title 1 of the Housing and Community Development Act of 1974, as amended. As a part of the program requirements, all properties built before 1978 at which painted surfaces will be disturbed during the proposed rehabilitation must be tested for the presence of lead. The Town anticipates performing 8-12 rehabilitation activities per year with the majority falling within the scope of this RFP. All activities will be performed within the corporate limits of the Town of Normal. Homes will typically range from 1,200-2,200 sq. ft. and be occupied during rehabilitation. The programs are open to all income-qualified single-family homeowners. The maximum hard cost per household is $25,000. The intent of issuing this RFP is to select a licensed contractor to assist with identifying lead-based paint hazards and planning for the mitigation of such hazards to the extent required by HUD's Lead Safe Housing Rule (24 CFR Part 35 Subpart J). The Town is seeking a contractor able to provide a full range of services from testing/inspection to comprehensive lead risk assessment with hazard control plan including occupant protection. The selected consultant shall be responsible for compliance with all federal, state, and local statues, and regulations. Consultants and individual professional staff that provide services shall hold the required licensure.
